TRANSPARENCY SEAL

SYMBOLISM

A pearl buried inside a tightly-shut shell is practically worthless. Government information is a pearl, meant to be shared with the public in order to maximize its inherent value.

The Transparency Seal, depicted by a pearl shining out of an open shell, is a symbol of a policy shift towards openness in access to government information. On the one hand, it hopes to inspire Filipinos in the civil service to be more open to citizen engagement; on the other, to invite the Filipino citizenry to exercise their right to participate in governance.

This initiative is envisioned as a step in the right direction towards solidifying the position of the Philippines as the Pearl of the Orient – a shining example for democratic virtue in the region.

MNES: a school on top of a hill

A school is an institution tasked to breed knowledge, skills, and values...

It is a marketplace that caters the different needs of every learner, preparing them to be a well-rounded Filipino.

After a twenty minute ride on a tricycle during dry season, passing from a long stretch road with the majestic view of the mountains and the beautiful Cagayan River; Minanga Norte Elementary school can be found sitting on top of a hill, towering the friendly neighboring houses of the locals.

Symbolically, the school sitting on top of the hill is like a torch radiating its light to the community. Through the years, MNES envisioned to cater the needs of every learner by making every grade level available. The school started from multi-grade and turned to monograde through the collaborative effort of the teaching staff and barangay officials.

Today, the school through the initiative of the teaching staff and the leadership of Ma’am Rochelle A. Bisquera, continues to thrive for excellence and resiliency during the New Normal Education. There are a lot of changes and challenges but through unity and flexibility, the school will continue to exist as a light on a hill illuminating knowledge to every young mind.
