CHILD PROTECTION COMMITTEE FUNCTIONS
B. The CPC shall perform the following functions:
Draft a school child protection policy with a code of conduct and a plan to ensure child safety, which shall be reviewed every three (3) years;
Initiate information dissemination programs and organize activities for the protection of children from abuse, exploration, violence, discrimination and bullying or peer abuse;
Develop and implement a school-based referral and monitoring system;
Establish a system for identifying pupils/students who may be suffering from significant harm based on physical, emotional or behavioral signs;
Identify, refer and if appropriate, report to the concern offices cases involving child abuse, exploitation, violence, discrimination and bullying;
Give assistance to the parents or guardians, whenever necessary in securing expert guidance counseling from the concern offices or institutions;
Coordinate closely with the Women and Child Protection Desks of the Philippine National Police (PNP), the Local Social Welfare and Development Office (LSWDO), other government agencies, and Non-Government Organizations (NGOs), as may be appropriate.
Monitor the implementation of positive measure for those who care for the child and effective procedures in providing the necessary support for the child; and
Ensure that the children’s right to be heard are respected and upheld in all matters and procedure affecting their welfare.

CHILD PROTECTION POLICY
Section I. OBJECTIVE:
The School-Based Child Protection Policy Rules and Regulations have finally drafted by the Child Protection Committee for the protection of the children from all forms of “Physical or Mental violence, injury and abuse, neglect or negligent treatment, maltreatment, exploitation including sexual abuse”.
Specifically aims to strictly implement these Rules and Regulations as follows:
Section II. DUTIES AND RESPONSIBILITIES OF THE SCHOOL HEAD: SCHOOL HEAD SHOULD HAVE
TO DO:
Ensure that the school must be conducive to learning.
Conduct disciplinary proceedings in cases of offenses committed by any child/pupil.
Some appropriate interventions given or provided to any child/pupil as the victim of such abuse, violence, exploitation, discrimination, maltreatment, bullying or any forms of acts.
Ensure any child/pupil must respect the rights of others.
Exercise parental authority and responsibility over the child while under their supervision and or in his custody.
Make certain that all pupils, teachers, parents, guardians, stakeholder and coming visitors are made aware of the Child Protection Policy.
Make sure that the rights of any child/pupil is respected and upheld in all matters affecting each welfare.
Seek assistance from other authorities and or the agency concern as may be required in the performance of his function.
Shall advocate a non-violence and positive mode of disciplining any child/pupil to foster self-discipline.
Make sure that the parents shall actively be involved in all school’s relevant activities that lift up awareness on children’s rights and positive discipline to avoid bullying from their children;
Make certain that all incidents of abuse, violence, exploitation, discrimination, maltreatment, bullying and other similar acts are addressed in accordance with the provisions of the Department of Education Order No. 40, s. 2012.
SCHOOL HEAD SHOULD AVOID TO DO:
Rendering physical punishment to any pupil/child;
Humiliation of any child/pupil within the sight and hearing of his schoolmates;
Maltreatment o any pupil/child;
Inflicting upon honor, or personal property of any child/pupil;
Assigning of any hazardous work affecting each child/pupil’s emotional, mental, and physical well-being;
Touching of private/sensitive parts of any child/pupil;
Depriving physical needs of any child/pupil as a form of punishment;
Baptizing a brand name to any child/pupil;
Corporal punishment to any child/pupil as a way of imposing discipline;
Any child/pupil from being punished by whipping, pinching, or using any kind of hazardous material;
Scolding, uttering unpleasant words to any child/pupil in public;
Discriminating and comparing any child/pupil with one another;
Sending out any child/pupil as an errand during instructional time;
Any child/pupil to destroy or make such vandalism to school property and to any property of his/her schoolmates;
Tolerating any child/pupil for doing any misbehavior inside and outside the school campus;
Inflicting verbal abuse or assault, intimidating, threat, cursing or any form of acts that may affect the child’s/pupil’s emotion;
Any child/pupil engaging in discrimination or leading a group to discriminate another with reference to one’s physical appearance and status of any sort;
Any child/pupil engaging in fights or aggressive behavior;
Any child/pupil other similar acts causing damages or injury to another;
Ignoring the Child Protection Policy.
SECTION III. DUTIES AND RESPONSIBILITIES OF TEACHERS:
WHAT THE TEACHERS MUST DO:
Keep each child/pupil be given fair and just treatment while in their custody;
Inculcate the value of respect, honor and other similar and desirable value to the pupils;
Make sure of the conducive and safe learning environment of the pupils;
Be considerate to pupils’ individual differences as to the status in life, physical, physiological, and other aspects in pupil’s life;
Enhance discipline, compassionate and love to their pupils;
Give due respect to the rights of a child/pupil;
Ensure safe and orderly conducive learning environment;
Call by each child’s/pupil’s name;
Immediately correct each child/pupil’s misbehavior if there are untoward incidence may occur;
Establish a child-friendly communication with each child/pupil;
Take necessary steps to prevent bullying or any similar acts to crop up in school as stated in paragraph m, pages 6-7 under section 3 of the Department of Education Order No. 40, s. 2012;
Keep away from imposing corporal punishment for the purposes of training, discipline and or any form of disciplinary actions affecting the emotional and physical aspect of each child/pupil;
Abide by the School’s Child Protection Policy;
Instill the value of friendliness among the pupils inside and outside the school campus;
Act in accordance with the duties and responsibilities stated in Article 218 down to stated paragraph in a-j under section 8 of the Department of Education Order No. 40, s. 2012.
WHAT TEACHERS MUST REFRAIN FROM:
Violating the Code of Ethics or the Professional Ethics in general;
Using the pupils in work or other activities for the benefit of others;
Imposing corporal punishment for the purposes of training, discipline and or any form of disciplinary actions affecting the emotional and physical aspect of each child/pupil;
Neglecting necessary steps to prevent bullying or any similar acts to crop up in school as stated in paragraph m, pages 6-7, under section 3 of the Department of Education Order No. 40, s. 2012;
Humiliating of any child/pupil within the sight and hearing of his schoolmates;
Tolerating any child/pupil of doing any misbehavior inside and outside classroom or the school campus;
Allowing any child/pupil to engage in discrimination or leading a group to discriminate others with reference to one’s physical appearance and status of any sort;
Tolerating any child/pupil engaging in fights or aggressive behavior;
Ignoring the Child Protection Policy;
Inflicting verbal abuse or assault, intimidating, threat, cursing or any form affecting child’s/pupil’s emotion;
Baptizing a brand name to any child/pupil;
Discriminating and comparing any child/pupil with one another;
Scolding or uttering unpleasant words to any child/pupil in public;
Punishing any child/pupil by whipping, pinching or using any kind of hazardous material;
Tolerating any child/pupil to destroy or make vandalism to school property and to any property of his/her schoolmates;
Depriving physical needs of any child/pupil as a form of punishment;
Confiscating anything that belongs to the child/pupil’s personal belongings except when such material may jeopardize the life of a child/pupil;
Ignoring the duties and responsibilities stated in Article 218 down to paragraph a-j, under section 8 of the Department of Education Order No. 40, s. 2012.
SECTION IV. DUTIES AND RESPONSIBILITIES OF HE PUPILS
PUPILS ARE EXPEXTED TO:
Abide by the school’s rules and regulations;
Obliged to put into practice by heart and deeds their duties and responsibilities as stated in paragraph A-D of section 8 stated under the Department of Education Order No. 40, s. 2012;
Protect oneself;
Show love and respect with their peers, teachers and others;
Put into practice by heart and deeds the core values: Maka-Diyos, Maka-Tao, Maka-Kalikasan at Maka-Bansa;
Respect the rights of others regardless of gender, religion, ethnicity and the like;
Obey the School’s Child Protection Policy;
Act in accordance with their level of maturity and development;
Put into practice by heart and in deed the Good Manners and Right Conduct they have learned from their parents and teachers;
Do other acts as required such as to participate in the school relevant activities which has something to do with the adequate school environment.
WHAT DO PUPILS REFRAIN FROM:
Doing any provocative acts;
Damaging others’ belongings preferably school property;
Participating in misbehavior conducts;
Engaging in discrimination leading others to be discriminated;
Teasing one another that may cause troubles;
Touching sensitive or private parts of others;
Inflicting physical injury or trouble;
Uttering of unpleasant words to peers and others;
Engaging in fights or any aggressive behaviors;
Possessing prohibited articles such as pornographic magazines and or drugs alcoholic substances, toxic and other noxious substances;
Making unnecessary marks on the walls, doors, or windows and or any part of school buildings;
Engaging in discrimination or leading a group to discriminate others with reference to one’s physical appearance, status of any sort.
SECTION V. DO’S FOR PARENTS;
Inculcate the value of love, respect and obedience to their children at home;
Imposed maternal love and care to their children;
Offer full support to the school needs of their children;
Inculcate the value of honesty to their children at home;
Cooperate with the school authorities in settling conflicts in cases such problems between their children and peers that may crop up in school;
Refrain from doing provocative acts with another parents;
Avoid making provocative discussions in front of their children;
Avoid asserting the rights on the manner that would shirk the school authorities from defending them;
Avoid making provocative acts when called to school for a problem crop up from their children in cases they are being involved;
DON’TS FOR PARENTS:
Must not deprive child’s physical, emotional and mental needs;
Don’t assert the rights on a manner that would shirk the school authorities from defending them;
Don’t inflict verbal abuse including intimidation or threat of bodily harm, cursing, or ridiculing the child;
Don’t whip, pinch, or any bodily harm as a sort in giving punishment;
Don’t argue in front of the children;
Don’t make provocative acts when called to school for a problem in which their child is involved;
Don’t utter unpleasant words to a child in front of peers or others;
Don’t tolerate the misbehavior of the child.
