History

Before the World War II, the primitive clan of Negritoes was the famous hunters roming around and sheltered at the Village of Sierra Mountain. Decades after, another clan of Itawes & Ybanag came in to locate favorable farming for rice, corn scale of “SAGAT” or “YAKAL TREE” which means on their dialect is “AMMOGAOEN”, and the eastern part was found a big creek which is “katkatel” was the major scattered plant over this site.

As years passed by, populace in this village became greater than before due to ilocanos and other arrived for a cause of better living. Teritorial bounderies. Political rivalries came over among the settlers , differences among “Taga Ammogaoen and “Taga Makatel” began. After World War II, civilization became organized, religion was fully introduced to the constituents, subsequently by virtue of general assembly ”Ammogaoen “ was then ratified name of the village. At the early of 1950’s, Ammogaoen Primary School was established. The Roman Catholic ”Ermita “ was erected and patronized in the name of “San Francisco De Assasi ” due to holy patronal respect . In 1963, general assembly was called again by the barrio officials to ratify that this barrio be named “San Francisco” ,resulted overwhelmed .“Misa De Gracia” or barrio Fiesta is mandated to constituents to solemnize every 18th and 19th day of May. Barrio San Francisco became one of the political unit of the Philippines, with due respect, this memorable history of barangay were all efforts from unforgettable legacies of those early tenyentes del barrio-Telesforo Tumaneng , Tito Bareng, Felipe Villarde and Herminio Dimaya.

For the continuing administration and governance of this barangay, ruled by the late barangay Basilio Allam for the period of 10 years, after him the long term barangay captain Severino S.Pasion from 1977 to 1994 , followed by Barangay Captain Manuel P. Dimaya from 1994 to 1997, then administered by Barangay Captain Elong A. Tumaneng from 1997 to 2000 who politically strived fervently the provision of new lot where Multi-Purpose is constructed with its significant featured and historical design of “Barangay Seal”, followed by the short term of barangay captain Cherry C. Cabang from 2010 to 2012 . She was replaced by Barangay Captain Rogelio Taeza by law of succession in accordance of the Local Government Code of 1991 under R.A. 7160.

The school was founded and started on 1963 by Ma'am Rosita Pilariza as the first teacher.

At present , San Francisco is headed again by Punong Barangay Elong A. Tumaneng .
