It started as a very small institution with a lone teacher named Balbino Baltero teaching grade I pupils and was housed in one room made- up of light materials. It was opened in the year 1940 with mayor Isaac Villegas and a famous millionaire Luis Arranz.
After several years, number of population outgrown and a complete primary school was opened. Two (2) rooms school building was installed in the year 1948 but still remained as primary school having two (2) teachers holding combination classes of grades I-II and grades III-IV. It was in the school year 1995-1996 when Cabuluan Primary School was transformed to Cabuluan Elementary School with three (3) permanent teachers holding combination classes.
Cabuluan Elementary School was established primarily as an answer to the right of every child to have access to quality education. At present, it is headed by a full-pledge Pricipal I with seven (7) Nationally funded teachers, it is now catering the needs of every pupil from Kindergarten to Grade VI, adopting a single classes. As an institution for learning, several projects were already undertaken through the cooperation and support of the teachers, parents, local government units and civic spirited citizens, but still needs improvements to attain its Mission and Vision.
