Way back long before, Barrio Malacañang does not exists on the map of San Carlos City.
In 1960, Malacañang was only a sitio and a part of Barrio Abanon. The Barrio Lieutenant then, was Mr. Jose T. Bautista Sr. There existed only two schools named Abanon Elementary School and Agdao Elementary School. The children from these places had a hard time in coming to school. They have to walk back and forth because money then, was scarce and they would rather walk than to have a ride. Some of them go to school barefooted. Life, then, was not like what we are experiencing today.
The Barrio Lieutenant pitied the situation of these children so he called for a conference with the following men: Inocencio Bautista, Simeon Perez, Antonio Agbuya, Pedro Cayabyab, Pedro Baysic, Justo Baustista, Bonifacio Elguira, Juan de Vera, Tomas Ursua, Francisco Pagsolingan, Tomas Pagsolingan, Felix Frias, alyas “Tuka” and Berling Payopay. Jose T. Bautista, being the Presiding Officer, brought out the matter with his men and discussed their children’s sacrifices in going to school.
They planned and went out to see Dr. Francisco Duque who was the Governor of Pangasinan at that time. They asked for a help to solve their problem. But the Governor hadn’t gave them any clear idea on how they can resolve since there was already an existing Abanon Elementary School. The Governor told them that they already have school in their Barangay and at that time only one school per barangay is allowed. So they went out from the office of the said Governor and decided to go home. But, on their way out of the building, the three men saw Atty. Nicanor Bautista, who happened to be the relative of Jose T. Bautista, Sr. They told him the story about their mission. Atty. Bautista advised them to create their own barrio. He said, “You cannot build a school, unless you create another barrio in your place.” This statement of Atty. Bautista enlightened the minds of the three fellow. Jose T. Bautista Sr. called out for another conference and brought out the result of their mission. They have agreed upon to see former Mayor Luis Cayabyab and asked for help on how they could possibly create a barrio. Mayor Cayabyab taught them on what to do. The said endeavor took them so long. Because of the eagerness, patience and initiative of the three men, soon a barrio was created and it was named Barrio Malacanang.
It was named after a beautiful house of a certain Custodio Pagsolingan. The house was decorated with many dazzling lights during the night. It has also a star on top which looks like the star seen in Malacanang Palace in Manila.
Passers-by often times look at the house amazingly and commented on it and used the word “mangkanyang”. Later on, they called the barrio, MALACAÑANG.
Thereafter, the creation of the school of Barrio Malacañang came next to their endeavor. They looked for a vacant lot which was owned by Doria Family (in front of the school today). But the family intended to preserve their lot. Later on a certain Lydia Pagsolingan,(a teacher), daughter of CustodioPagsolingan (owner of the “ Mangkanyang” house) went to see the Barangay Lieutenant and told them that she will donate a lot for the school provided that they will help her to be hired for a teacher position, in case the project will materialize. With this condition, they went to see the City Superintendent who was then Mrs. Adelina Padlan Mil, and discussed with the matter concerning the lot. The said superintendent was also after the welfare of the pupils in her division so she referred it to the regional office. Soon, the request was granted.
There and then, the school Malacañang Elementary School, which was named after its newly created barrio was also produced.
Nowadays, the school is continuously molding children whose love for studies and learning is always a challenge and a pattern of their lives towards achieving success.
