Innovation Contest - 2026 Contest Mechanics

General Guidelines

1. Submitting an entry to this competition is Free-of-Charge.

2. All submitted ideas/solutions will be compiled according to the concerned government agency. These ideas will be endorsed to the appropriate agency for their consideration and possible implementation.

3. The Selection Committee has the right to disqualify or reject any entry that does not meet the set of criteria and mechanics of the competition.

4. The NextGenPH Project Team reserves the right to modify the competition mechanics and dates without prior notice in the event of unforeseen circumstances beyond the organizer’s control. Participants will be promptly informed of any changes to the competition.

5. Interested participants agree that all submissions will be featured on the DAP website and social media accounts and may be published for promotional purposes related to the program. By submitting entry to this contest, participants grant the Development Academy of the Philippines (DAP) permission to publish their submission across its owned online platforms, including but not limited to its website, social media channels, and other digital outlets, to promote the initiative.

6. By entering the competition, participants acknowledge and accept the terms and conditions including the mechanics set by the organizers.

Submission Mechanics

1. The entry must be submitted by a group consisting of three (3) members. Teams that do not adhere to this requirement may be disqualified.

2. Each team member must be a bona fide Senior High School or College Student from any private or public educational institution nationwide. Participating groups are required to submit a signed endorsement form from their respective school, college, or university. 3. Participants may submit multiple ideas, with each entry answering the question:

How might the government deliver essential services and improve

its effectiveness amidst the national energy emergency situation?

Be creative, bold, be innovative. Sky is the limit!

4. Interested group of students will need to prepare the following information:

Title of the Idea. What is the title of your proposed solution? Be creative. Make sure the title captures the solution to your identified problem.
Service. What government service would you like to improve?
Description of the Idea. Considering creative ways or innovations you are aware of; how would you resolve the problem? Describe the solution. 
Benefits. In what way will this solution be beneficial to the public? How do you believe implementing your solution will enhance the identified government service?
Illustration. You may create and upload a process flow of your suggested solution
Video. A 1-minute video that provides an explanation of the idea and solution, along with an overview of the prototype. Prototypes may be a physical prototype of low-fidelity, mid or high user test video, or prototype of an application. The file name of the attachments should be your group name.
Thumbnail Photo. Attach a 1280×720 image that can serve as a video cover and will effectively represent your proposed solution.

5. Once you have all the required information, you may submit your innovative ideas through the following link: bit.ly/2026nextgenph-submit. Please note that only entries submitted via this Google Form will be considered.

6. Deadline of Submission of Entries is on 10 July 2026 at 11:59 PM.

Selection Criteria

The NextGenPH Selection Committee will review and evaluate all submissions to identify teams with the most promising ideas. Interested groups should keep the following criteria in mind, as these will serve as the basis for selecting the finalists.

Innovativeness (30%): The Submitted Idea is highly original, bold, and creative; introduces a unique solution that significantly reimagines public service delivery.

Feasibility and Viability (25%): Proposed Solution is highly realistic, clearly implementable, and considers resources, constraints, and adoption strategies.

Benefits and Potential Impact to Productivity (30%): Solution/projects has the strong potential to improve public-sector productivity (efficiency, effectiveness, or economy), while also being clearly citizen-centered, addressing real needs and enhancing public value and satisfaction.

Video Presentation (15%): Ability to present ideas clearly, confidently, and persuasively within a 1-minute video. Presenters effectively communicate their concept and translate it into compelling visual formats, such as prototypes, presentation slides, or demonstrations.

Once all scores have been submitted, entries will be ranked based on the ratings provided by the Selection Committee. The NextGenPH Project Team will then conduct a final review of the top entries to ensure scoring accuracy. Finalists will be selected to advance and present their ideas at the Pitching Event. Results will be communicated via email in September 2026.

Notification of Finalists

Finalists from both the Senior High School and College categories will be officially notified via email by the NextGenPH Project Team in September 2026. The email will include important details and step-by-step instructions regarding the next phase of the competition, including preparations for the pitching event, presentation guidelines, and key dates to remember. All selected teams are encouraged to check their inbox regularly and respond promptly to ensure smooth coordination
