The Development Academy of the Philippines, through its Public Management Development Program (PMDP), is set to open its Local Government Executives and Managers Class (LGEMC) this year as it continues to hone the competencies of government middle managers in the Philippine bureaucracy.


This program for LGEMC aims to strengthen the capabilities of local government leaders so that they may excel in their roles and performance of mandated functions, be more adaptive and agile in a changing and disruptive environment, and promote good practices and innovations for sustained and more effective delivery of public services at the local government level. It will cover various topics on development and governance; strategic public management; and personal efficacy and leadership, with an Innovation Project Design as its final requirement. The program will implement three (3) classes this year wherein each class will run for about three and a half months.


The PMDP-LGEMC will be handled by esteemed faculty with various fields of expertise through a flexible and blended learning mode which may combine synchronous and asynchronous sessions using an online platform or through face-to-face sessions in a residential scheme. Hence, aspiring scholars are expected to have good and stable internet connectivity.


Local Government Department Heads or its equivalent, including those in-charge of critical local government functions, and are holding permanent positions in the government for at least two years, are invited to apply for this training program. Limited slots are also given to Local Chief Executives (LCEs), preferably those who are first and second-termers, with at least a college degree and no more than fifty years of age.


Successful applicants will be entitled to a government scholarship, subject to the conditions and requirements. including the need to be relieved from official duties while enrolled in the program. However, all other costs related to local travel and transportation, communications, internet connectivity, salaries and benefits of the scholars while enrolled in the PMDP-LGEMC, as well as their expenses in implementing their Innovation Project, and other miscellaneous costs shall serve as the counterpart of the local government.
