Student Leaders: Kassey Mandri, Charlotte Cowhig, Brendan Whalen, Emma Gomes, and Haley LaChance
Advantages:
Preserves the legacy of the Danvers station
Gives a piece of historic memorabilia back to the community
Provides a lasting relic for functional purposes
Recycles the materials instead of all of them going to the dump
Disadvantages:
May interfere with Townsend Energy's plans for demolition
We may have to get the wood tested for lead, depending on if we have to remove wood from the exterior of the building
Agencies involved in this proposed public policy include the Preservation Commission, Townsend Energy, and the school department, which are all a part of civil society. We need permission from Townsend Energy to go onto their property and take the materials needed for the relics. Then, the Preservation Commission needs to approve the project and make sure it follows the local guidelines before we can proceed. Lastly, we will need to seek approval from the school department to create a dedicated space in the high school for the relic to reside.
Form 11: Constitutional Opinion Form (Continued)
Our proposed policy serves the following purpose of government: providing for the general welfare. Our proposed policy will benefit the Danvers community. Due to the demolition date in July, the station will either get demolished with nothing to remember it by, or get demolished but the Danvers community would be left with relics made out of the interior wood of the station. Our plan is to make conference tables, which would be created in the Danvers High School Manufacturing & Design class. Hopefully, Danvers High School, Townsend Energy, and the Town of Danvers will be left with a relic to remember the station by. Not only does this give meaningful work to students at Danvers High School, it will also provide functional relics that are available for anyone to use and appreciate long after the station is gone.
Our proposed policy respects the following individual rights: the right to equality of opportunity and the right to due process of law. As a Senior Project Citizen class, we are seeking the right to have the opportunity to take wood out and make relics from the station. Our plans to do this will go through the process of gaining consent by Townsend Energy and the Preservation Commission, respecting the right to due process of law. We also will seek approval from the school department to locate a conference table at the high school in a space that also displays historic images of the station.
Summary Statement:
While the station is located on privately owned property, we will go through just process to not violate the Constitution, state, or local laws, or interfere with any of these rights when executing our plan.
Current Policy
The Town of Danvers Demo Delay Bylaw (2021) defines demolition as "any act of pulling down...removing...or any portion thereof..", according to Section 2G.
Proposed Change
In order to create the relics, we are asking permission to remove a portion of the station, as it is technically considered demolition, if it falls before the set July date.
