I used these instructions and it worked for me. 

Instructions to Fix Your Military Email Access

Before you begin, ensure you know your military email address.

1. Download and install the Windows App on your computer.

2. Sign in to https://myaccess.microsoft.us using your military credentials.

3. Locate "Azure Virtual Desktop (AVD) Onboarding" in your access permissions.

4. Remove your current access to Azure Virtual Desktop (AVD) Onboarding.

5. Submit a new access request for Azure Virtual Desktop (AVD) Onboarding.

6. In the comments section of the request, enter: "workrelated".

7. Sign out of the website.

8. Wait approximately 30 minutes, then sign back in and verify that your access has been restored.

9. Once access is restored, attempt to log in to your military email again.
