The mission of Prospect Heights District 23 is to create opportunities that inspire ALL students to grow as learners, individuals, and citizens. The Federal Programs & Grants support this mission by the implementation of various grants and grant-funded initiatives. Each grant is designed to increase, enhance and improve student and staff performance.
Title I, Part A is a federally funded program that provides supplemental funds to schools. Title I programs are designed to help students achieve proficiency on challenging state academic achievement standards and to assist eligible students in meeting their educational goals. Prospect Heights District 23 Title I programs are designed to help provide early intervention support at the K-8 level. Funds are distributed to schools that have the highest poverty rate and will support services and programs that focus on children who are failing or who are most at risk of failing to meet state and academic standards. Schools qualify for School-wide Title I funding if the low-income rate of the school is above 40 percent. Schools that have a poverty rate below 40 percent, but have the highest poverty rate in the district, may qualify for Targeted Assisted Title I funds. All of the schools in District 23 that qualified for Title I, qualified as School-wide Title I Schools because of a waiver that was submitted.

How are Title I Funds Used?
These funds can be used to improve instructional services, promote parental involvement, increase staffing, improve programming, and provide instructional resources. Title I programs work in conjunction with other district, state, and federal programs to improve achievement in the schools. For more detailed information, contact the Title I school principal to learn how the funds are being applied in each school.
The purpose of Title I funds is to provide funds to increase student academic achievement by elevating teacher and principal quality through recruitment, hiring, and retention strategies and to hold local educational agencies and schools accountable for improvements in student academic achievement.
1) increase student achievement consistent with the challenging State academic standards;
2) improve the quality and effectiveness of teachers, principals, and other school leaders;
3) increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and provide low-income and minority students greater access to effective teachers, principals, and other school leaders.
Title III Language Instruction for English Learners (ELs) is a federal fund appropriated to the state to support:
-Implementation of high-quality instructional programs for ELs that will help them attain English proficiency, achieve at high levels in core academic subjects, meet the Illinois Learning Standards, and graduate from high school prepared to enter college or career;
-Providing professional development and training to teachers and administrators designed to improve the instruction and assessment of ELs; and
-Promoting parental, family, and community participation in the ELs' education.
The purpose of Title IV is to improve students’ academic achievement by increasing the capacity of States, local educational agencies, schools, and local communities to:
1. provide all students with access to a well-rounded education;
2. improve school conditions for student learning; and
3. improve the use of technology in order to improve the academic achievement and digital literacy of all students.
This program provides supplemental funds to ensure that all children with disabilities ages 3 through 21 receive a free appropriate public education in the least restrictive environment. Funds may be used to support salaries of staff that provide services for special education students. This may include teachers, aides, administrative staff and other personnel such as social workers, psychologists, and physical therapists; training; specialized consultants; and instructional supplies, materials, and equipment.
The purpose of this grant is to more fully develop the academic and career and technical skills of secondary education students who elect to enroll in Career and Technical Education (CTE) programs by 1) strengthening academic and technical skills of students in these programs to meet the Illinois Learning Standards through preparation for high-skill, high-wage, or high-demand occupations in current or emerging professions; 2) promoting the development of services and activities that integrate rigorous and challenging academic and career and technical instruction and that link secondary education and postsecondary education for participating CTE students; 3) providing services and activities designed to develop, implement, and improve CTE, including programs of study; 4) providing technical assistance to promote leadership, initial preparation, and comprehensive professional development at the local level that improves the quality of CTE teachers, administrators, and counselors; and 5) supporting partnerships among secondary schools, postsecondary institutions, baccalaureate degree granting institutions, area CTE schools, local workforce investment boards, business and industry, and intermediaries.
Elementary and Secondary School Relief (ESSER) Funds The Elementary and Secondary School Emergency Relief
(ESSER) grants provide local educational agencies (LEAs) ex: Prospect Heights District 23, including charter schools that are LEAs.
• Emergency relief funds to prevent, prepare for and respond to the coronavirus threat.
• Equitable services to students and teachers in nonpublic schools as required under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).
