Student Council Constitution

 

Revised and Ratified February 23,2023

Preamble 

We the students of Coronado High School do ordain and establish the constitution for our school in order that we may acquire a greater understanding of leadership and better serve our community, school, and people thereof; in hopes that we may gain experience in organizing activities, events, and interactions. 

Article I 

Name: The name of the organization, consisting of class Council and Cabinet shall be known as the Student Government of Coronado High School. 

Article II 

Objective: The purpose of this organization shall be to serve as an official medium through which students’ ideas and opinions may be presented for faculty and administrative action; to serve as a governing body (with faculty supervision) for the development, promotion, and administration of student affairs; to give organized student support to educational, recreational, social, and charitable activities initiated and sponsored by the school; and thus form a closer relationship between the students, faculty, and administration. The responsibilities of the Student Government are equally distributed and operated throughout the Cabinet and Council. 

Article III 

Student Government: Coronado High School’s Student Government shall consist of three divisions: Cabinet, Council, Principals/Advisor. 

A. Cabinet 

The membership shall consist of a President, Vice-President, Secretary of Records/Relations, Secretary of Publicity, Chair of Council, Secretary of Treasury, Secretary of Social, Secretary of Morale, Secretary of Communications, Junior Representatives, and Sophomore Representatives. The positions of: President, Vice President, Secretary of Records/Relations, Secretary of Publicity, Chair of Council, Secretary of Treasury, Secretaries of Social, Secretary of Morale, Secretary of Communication must be 12th grade students in good standing at Coronado High School. The positions of Junior Representatives must be 11th grade students in good standing at Coronado High School. The positions of Sophomore Representatives must be 10th grade students in good standing at Coronado High School. Senior Representatives will be chosen in the fall by the Cabinet members.

The President shall oversee all activities of Cabinet, preside at all meetings, and enforce the Constitution and the Cabinet Policy and Duties document. The President is the liaison of the Student Body to the Faculty and Administration. The President shall represent Coronado at community and school functions. They shall be chairman of the Presidential committee and shall execute the duties as outlined in the Cabinet Policy and Duties Document. 




 

 

 

2.                   Powers of the Vice-President : 

The Vice President shall preside in the absence of the President and will assist the President when needed. They shall be chairman of the Vice-Presidential committee and shall execute the duties as outlined in the Cabinet Policy and Duties Document. 

3.                   Powers of the Secretary of Communications: 

The Secretary of Communications shall be responsible for promoting academic, social, and athletic events and activities. They shall be chairman of the Communications committee and shall execute the duties as outlined in the Cabinet Policy and Duties Document. 

4.                   Powers of the Secretary of Records/ Relations: 

The Secretary of Records shall keep records of Council class student activities/event/community service/grading scores and hours as well as Cabinet and Council joint meetings. They shall be chairman of the Records/Relations committee and shall execute all duties as outlined in the Coronado High School Cabinet Policy and Duties document. 

5.                   Powers of the Treasury: 

The Secretary of Treasury shall handle all monies of Coronado Student Government. They shall be chairman of the Treasury committee. They shall be in charge of student organizational sales and shall execute the duties as outlined in the Cabinet Policy and Duties Document. 

6.                   Powers of the Secretaries of Social/Morale: (2-person committee)

This position will be shared by two people. The Secretaries of Social/Morale shall represent the spirit of Coronado High School and the morale of the student body. The Social/Morale secretaries are responsible for the planning, organization, managing and advertising of all dances and assemblies. They shall be chairman of the Social/Morale committee and shall execute the duties as outlined in the Cabinet Policy and Duties Document. 

7.                   Powers of the Chair of Council: 

The chair is the student liaison for school programs and all community service projects and activities. They shall be the chairman of the Chair committee and shall be an ex officio member of all Council projects and proceedings. They shall execute the duties as outlined in the Cabinet Policy and Duties Document. 

8.                   Powers of the Secretary of Publicity: 

The responsibility of the Secretary of the Publicity is to make sure that all school activities, functions and events are publicized throughout the school year. They shall be the chairman of the Publicity committee and shall execute the duties as outlined in the Cabinet Policy and Duties Document. 

9.                   Powers of the Junior Representatives: 

The Junior Representatives shall represent the junior class at Coronado. This position shall be shared by two people. They shall be chairmen of the Junior-Representative committee. They shall execute the duties as outlined in the Cabinet Policy and Duties Document. 

10. Powers of the Sophomore Representatives: 

The Sophomore Representatives shall represent the sophomore class at Coronado. This position shall be shared by two people. They shall be chairmen of the Sophomore-Representative committee. They shall execute the duties as outlined in the Cabinet Policy and Duties Document. 

 

 

11. General Powers of the Senior Representatives: 

The Senior Representatives shall assist any member of cabinet in fulfilling his/her duties. 

Responsibilities include, but are not limited to, contributing to school morale and coordinating Homecoming activities. They shall execute the duties as outlined in the Cabinet Policy and Duties Document. 

12. General Powers of the Cabinet: 

The Cabinet shall enforce the provisions of this Constitution, assist each other in duties, encourage student involvement, and always show a sense of pride in their school. 

Every member of Cabinet must maintain and uphold, at all times, this Constitution. 

B. Council 

1. The Council shall consist of a diverse group of students from all grades, which represent Coronado as leaders in the school. 

2. The Council is established to ensure checks and balances within the Student Government. They can request, discuss, and promote a project, a policy, or a financial expenditure. 

3. Everything that is voted on in the Government shall be done by a two- thirds majority vote. 

4. Spirit Days are decided by a joint venture by Cabinet and Council. 

5. Every member of Council Class must maintain and uphold, at all times, this Constitution. 

C. Advisor and Administration 

1. All projects, activities, and events must be presented to the Administration for final decision. 

Article IV 

A. Elections and Eligibility 

1. For a student to run for any Cabinet position, they must have a cumulative grade point average of 2.5 or above, have no F’s during the previous semester, and have 4 teacher/faculty recommendations (3 of which must be from current year teachers). Both Cabinet and Council members must be full time students (flexible with admin approval). If a student does not meet this requirement, he/she can potentially be removed from position or the class. The teacher recommendations will count as 15% towards the total points for elections. 

2. Each Semester Requirement - Students elected to Cabinet or enrolled in the Council class must maintain a 2.5 semester GPA in all academic classes and have no more than 3 unexcused absences for the Coronado Student Government class (1 absence equals 1 class period). Furthermore, a student can have no more than 24 unexcused absences for other scheduled classes. If the student does not meet this requirement, he/she can potentially be removed from the position or the class. 

3. Eligibility for election: 

a. All candidates, regardless of whether they are running unopposed or not, must participate and pass an official interview process. As outlined in Article IV/B/2. 

b. Interviews will be held the week of elections. 

c. All appropriate and completed paperwork MUST BE submitted to the Vice President/Advisor no later than the due date. There will be no exceptions. 

 

B. Cabinet Elections 

1.                   Candidate Speeches: Speeches will be recorded by KUGR TV and shown to all students the Monday of election week. Speeches will air one week before elections. These speeches will be a minimum of 30 seconds and a maximum of 2 minutes. Any negative or derogatory content will be means for automatic forfeiture. 

2.                   Each candidate must be interviewed by a panel of interviewers consisting of staff members and senior cabinet members. The student being interviewed will be graded on a scale of 1 to 5. Each candidate must receive a 4 or higher from at least 3 of the interviewers, if not, the candidate will be eliminated. If a candidate is running unopposed, nominations will be reopened for one more week. The new candidates will be required to advance through the interview process as well. The points accumulated will count as 40% of the total points towards the election. 

3.                   Campaigning for Cabinet: A maximum of 12 posters throughout the school campus. All posters must have an approval stamp by the Student Government Advisor, Student Body President or Vice President. Posters may be hung in selected areas with specific tools. Posters may not be hung in classrooms. Chalk may be used to campaign throughout the outside of the campus, but the campaigner must save room for other people to campaign. All candidates are responsible for cleaning up their chalk, posters, and trash. 

4.                   Cabinet Elections: Voting can only be done by 9th, 10th, and 11th grade students; faculty and staff. Voters will have a designated time to vote and may choose to vote at any point during that period. When the time frame ends the voting will be over and no more ballots will be counted. A student does not have to vote if he/she chooses not to. The student vote will account for 45% of the total points for elections. The total votes will not be released to the students. 

5.                   Once elections have been held, students that ran for, but were not elected to, a cabinet position may apply to become senior representatives. The newly elected cabinet will then vote on and select up to two candidates as senior representatives. 

Article V 

A. Student Government Hours: Every student must complete a required amount of hours each semester which will be a large part of the final grade. This system ensures that each student is participating in school, events, and duties. 

1.       Council Hours: Council hours are determined by the number of hours that students are in the class actively participating. This means that if a person is there but they are not doing what they are supposed to be doing, their hours are forfeited. 

2.       Community Service Hours: Community Service Hours are required and used to make sure that Student Government is actively participating in making the West Side community and Colorado Springs a better place. This is done through many different activities most of which are brought forth by the Secretary of Chair. 

3.       Morale Hours: Morale Hours are used to make sure that Student Government is being involved in the Coronado Community. This means attending various events and activities of sports, clubs, and extracurricular activities. 

4.       All senior cabinet members are expected to attend the summer retreat in July.

Article VI 

A. Vacancies: 

2.                   If a vacancy should occur in any Cabinet office except the Presidency, the vacancy is filled by a person who is chosen by the Student Cabinet, the Administration and the Student Government Advisor. 

 

 

Article VII 

A. Amendments: Proposals of amendments may arise in the Council or the Cabinet. There are two steps to the amendment. First, the amendment must be passed by a two-thirds vote by the Cabinet. Second, the amendment goes on to the Administration along with the Student Government Advisor. If they approve the amendment it will be added to the Constitution. 

Article VIII 

A. Impeachment: 

1.       If for any reason, a circumstance for impeachment arises, it will be up to the Student Government Advisor and Administration to make the final decision. They will also be responsible for establishing the grounds for impeachment while relying on the Constitution.

2.                   Level II or Level III infractions of school rules, failure to maintain a 2.5 cumulative GPA at the end of the fall and previous spring semesters shall be sufficient causes for consideration of a removal of a Cabinet member of the Student Government of Coronado High School. A hearing with the Administrative representative, the Student Government Adviser, the current Student Body President or Vice President, the student in question and his advocate will be scheduled before any action is taken. This meeting must take place within 5 to 7 school contact days of the infraction or prior to the end of semester. 

3.                   In the event that a member of a Cabinet or Council member is suspended from the school and/or is disciplined for insubordination or detrimental behavior, a mandatory discretionary hearing will be held by the Administration and Advisor to determine the necessary course of action for the student in question. If it is recommended that the student be removed, this action will be enforced immediately.

4.                   Student Council and Cabinet members are representatives of Coronado High School as a whole. Behavior unbecoming of a student council representative, on or off of school grounds, is grounds for impeachment. Public behavior including derogatory statements about Coronado High School, council, or staff, illegal behavior, or vandalism will be grounds for impeachment.
