In response to the national development plan and to cultivate technical talents for economic growth, Ching-Ying Industrial and Commercial Vocational School was founded by Mr. Luo Bi-Sheng and Ms. Wu Lan-Ying in 1970 (the 59th year of the Republic Era). The school received official approval for establishment from the Department of Education in 1970, and the following year, it was formally registered. Initially, departments such as Machinery, Electrical Engineering, Electronics, and General Business were established. A supplementary school was later approved, offering programs in Machinery, Electrical Engineering, Electronics, General Business, and Intermediate Business.
1977 – The Department of Textile Engineering was added to meet the demand for textile professionals.
1980 – The Department of Art and Design was established.
1984 – To adapt to industrial upgrading, the Department of Automotive Repair was added.
1986 – The Departments of Cosmetology and Film & Television were approved, and the school name was changed to Ching-Ying Industrial and Home Economics Vocational School.
1987 – The Department of Interior Decoration was established.
1993 – The Department of Information Technology was added.
1995 – The Department of Food and Nutrition was established following the Department of Education’s evaluation.
1997 – The Department of Data Processing was added, and the Department of Art and Design was renamed the Department of Advertising Design.
1998 – A General Education Program was established to enhance students’ academic competence.
1999 – Experimental classes in Music and Fine Arts were introduced.
2001 – The school was officially restructured and renamed Ching-Ying Senior High School.
2003 – A Physical Education Class and a Comprehensive High School program were added.
2009 – The Department of Comprehensive Occupation Skills was introduced.
2012 – New departments were added: E-Commerce, Interior Design, and Applied Foreign Languages. The Department of Cosmetology was renamed the Department of Fashion Styling (open to both male and female students).
2013 – The Departments of Music and Multimedia Technology were added.
2014 – The Departments of Performing Arts and Advertising Technology were established.
2015 – The Departments of Microcomputer Maintenance and Beauty Styling were added.
2016 (August 1) – The Continuing Education Division was merged into the Evening Division.
2016 (August 1) – The school was officially renamed Ching-Ying Educational Foundation Taoyuan Ching-Ying Senior High School.
2023 – The Department of Distribution Management and an Overseas Chinese Cooperative Education Program were established.
After Mr. Wu Ching-Tang became Chairman in 2005, he established an annual scholarship fund of NT$120 million to support underprivileged students. The school also provides free meals for economically disadvantaged students and teachers. Several new facilities have been built, including the Heng-Ai Dormitory, Le-Xue Building (Comprehensive Teaching Building), and Jing-Guan Building (Second Teaching Building).
Under his leadership, the school has fully digitalized its administrative system, enhanced teaching resources and facilities, and improved staff welfare—such as salary increases for three consecutive years and the introduction of “Filial Leave,” the first of its kind in Taiwan. Over the past 18 years, the school has invested more than NT$1 billion in campus development and welfare programs. A total of NT$711.96 million in scholarships has been awarded to 2,216 students, reflecting the Chairman’s philosophy of integrating education with social welfare and inspiring students toward excellence.
Through perseverance and collective effort, Ching-Ying has grown steadily for over 53 years. With the joint dedication of the Board of Directors, faculty, and students, the school’s reputation continues to rise.
