The Texas EMS Association / CWA Local 6115 is governed by an Executive Board consisting of The President, Secretary, Treasurer, Vice Presidents from each unit, and Chief Stewards from each unit based on size.

Zack has an extensive 20-year background in business management including significant experience in non-profit leadership. As the founding president of the Texas EMS Association, elected in 2023 and officially taking office in January 2024, Zack played a pivotal role in the organization's start in December 2022. His leadership is focused on growing the EMS Labor movement and advancing the EMS profession for the benefit of providers and patients across Texas and on a national scale.
Zack Phillips, an accomplished EMS professional, began his emergency medical services journey in 2016 with San Marcos Hays County, following a distinguished 15-year career in human resources and business management. As a Texas-certified firefighter and third-generation firefighter/medic, he carries forward a legacy of service and dedication.
Currently pursuing a bachelor’s degree in business management, Zack combines a deep expertise in management with a passion for emergency services. He is also a devoted family man, sharing his life with his wife and two children.

Greg commenced his tenure with the department in 2015 and has since devoted nearly nine years to the citizens of Hays County, accumulating 13 years of expertise in emergency medical services and has been honored with multiple life-saving awards. Throughout his service, he has assumed various roles, including that of a Field Training Lieutenant and contributor to the Medical Director Advisory Council. Greg actively contributed as an Organizing Committee member during the organizing effort and is a sitting member of the Bargaining Committee. Currently, Greg is in pursuit of a bachelor's degree in Human Resource Management with a concentration in employment law which underscores his commitment to employee labor and fair treatment.

Tom began his time with SMHCEMS as a paramedic in 2022. Apart from working as an Army medic beforehand, he has been a clinician in a variety of settings ranging from prehospital care to adult ER and pediatric ER since 2017. A member of the original Organizing Committee for HCEMSA, Tom has taken on various roles within the union as both press liaison and as part of the Bargaining Committee. He currently also serves as an ER medic at Dell Children’s Medical Center. An Austin native, Tom holds dual degrees in paramedicine and public health from Austin Community College and the University of Texas at Austin, respectively.

Embarking on a transformative journey in Hays County in 2017, Robert carries an impressive 11 years of service in EMS, with the last 6 dedicated to the community of Hays County. Demonstrating exceptional skill and commitment, he has been honored with multiple life-saving awards and achieved the prestigious title of EMT of the Year within the department. In addition to his frontline duties, Robert has played integral roles in the Communications Team, Organizing Committee, and Bargaining Committee, showcasing a comprehensive dedication to the betterment of the EMS community.

Stephen Baehr has been a paramedic with SMHC EMS since 2019. Stephen has shown a deep dedication to the care and service of the community in which he works. Stephen was elected as a chief steward for the association and will continue to show the same dedication to the people he will serve in his new role.
