Parents have the power to opt-out their child from creating a student account if they feel any discomfort or experiences about granting their child with such power of an account. Without agreeing to the terms and conditions, the student will get kept out of Google Classroom without any exceptions. This is where meetings would need to get hosted between the school and the parents.
