From the inception of the Bachelor of Secondary Education (BSED) program in 1986 to 2017, the College of Teacher Education (CTED) offered seven fields of specialization, namely, (1) Biological Science, (2) English, (3) Filipino, (4) Mathematics, (5) Physical Science, (6) Social Science, and (7) Technology and Livelihood Education (TLE).
The BSED program was subjected to Level III Phase 1 and Phase 2 accreditation survey visits in 2016 and 2017, respectively, by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc. The seven fields of specialization above were indicated in the certificate of accreditation issued by AACCUP.
Until 2017, the offering of the BSED program was governed by CMO No. 30, s. 2004 or “the Revised Policies and Standards for Undergraduate Teacher Education Curriculum” and CMO No. 52, s. 2007 or the “Addendum to CMO 30, Series of 2004 Entitled Revised Policies and Standards for Undergraduate Teacher Education Curriculum”. The general education courses in the BSED program were prescribed by CMO No. 59, s. 1996 or the “New General Education Curriculum (GEC)”.
In view of the advent of the K to 12 Basic Education Program, the Commission on Higher Education (CHED) revisited the governing policies on the offering of BSED and subsequently issued CMO No. 75, s. 2017 or the “Policies, Standards, and Guidelines for Bachelor of Secondary Education (BSED)”.
The most noteworthy changes in the BSED program effected by CMO No. 75, s. 2017 include:
a. the merging of Biological Science and Physical Science into a single field of specialization – Science;
b. the change in the nomenclature of the field of specialization “Social Science” to “Social Studies”; and
c. the separation of Technology and Livelihood Education (TLE) as a field of specialization from BSED.
In 2017, CHED likewise promulgated CMO No. 78, s. 2017 or the “Policies, Standards, and Guidelines for the Bachelor of Technology and Livelihood Education (BTLED)”, which became the new governing policies for the offering of the erstwhile BSED TLE program. In effect, BSED TLE became a standalone program and was given a new nomenclature – BTLED.
Earlier in 2013, CHED issued CMO No. 20, s. 2013 or the “General Education Curriculum: Holistic Understanding, Intellectual, and Civic Competencies”, which governs the general education courses in the revisited BSED and the new BTLED programs.
In compliance with the regulations and policies above, the College of Teacher Education revisited its BSED and BTLED curricula. The new curricula were contents noted by CHED in 2018. In Academic Year 2018-2019, the College started offering BTLED as a standalone program. This was authorized by the Board of Regents through Board Resolution No. 52, s. 2018.
The College had to revise the BTLED curriculum again in 2019 to ensure its full compliance with the required courses and number of units stipulated in the aforementioned CMOs. Four years later, in 2023, the BTLED curriculum was once again revisited to ensure the constructive alignment of the learning outcomes with the Beginning Teacher Indicators (BTIs) as part of the Curriculum Quality Audit (CQA).
At present, BTLED remains a vibrant program of the College with student enrollment that is comparable to that when it used to be a field of specialization of BSED. The delivery of quality instruction in the program rests on the shoulders of qualified, competent, and efficient faculty members who likewise relentlessly pursue research and extension projects.
Given the history of the BTLED program as a field of specialization of the BSED program and considering that its separation from BSED was inevitable due to the policies handed down by CHED to state universities and colleges, it is the earnest appeal of the College that AACCUP allow it to carry over the accreditation status of BSED, its mother program.
CTE remains committed in improving its services. At present, the College of Teacher Education of Andrews campus lights its torch as the star college in the University. With a trailblazing record, the College is usually tapped to commence its journey on quality assurance activities that the university wishes to endeavor such as AACCUP higher accreditation level survey, ISO 9001:2015, QS Stars, AUN-QA, among others. CTE has also been a consistent producer of national and regional topnotchers in the Licensure Examination for Professional Teachers.
The college never relented in its bid for excellence as it continues to live by its mantra “Touching Lives, Shaping the Future”… and creating a better world.
