The Cagayan State University-Andrews Campus TVET (Technical and Vocational Education and Training) Office is pleased to present its report for the period of January to June 2024. This report encapsulates our efforts, achievements, and developments in delivering high-quality technical and vocational education to our students and to all the stakeholders. The first half of the year has been marked by significant milestones, including the successful implementation of a training scholarship program funded by TESDA, continuous professional development of our faculty and staff, assessment and training center compliance audits, and the continuous implementation of national competency assessment and certifications (NCAC) for the different qualifications.

Our mission to provide accessible, relevant, and high-standard TVET aligns with the broader goals of Cagayan State University. Through the diligent work of the training providers (faculty), the enthusiasm of our students, and the full support of the university and campus administration, we have made strides in fostering a skilled workforce ready to meet the demands of the local and global markets. This report will detail our initiatives, highlight key events and activities, and outline the outcomes and impact of our programs on the student body and the community.

TRAINING SCHOLARSHIP IMPLEMENTATION

The Technical Education and Skills Development Authority (TESDA), through its regional and provincial offices, has allotted slots for the Training for Work Scholarship Program under the Agroentrepreneurship NC II of CSU Andrews. This scholarship program of TESDA has benefited the unemployed or underemployed individuals in the community. There were 25 qualified enrollees in the program from the different barangays of Tuguegarao City and from other municipalities in Cagayan. These 25 individuals were trained by Mr. Jeremiah S. Gonzaga, the official and registered trainer of AGE NC II at CSU Andrews. The scholar benefits were free training, free assessment, and a daily allowance for 239 hours (30 days) of training.

The training program was kicked off through a training induction program on April 1, 2024, at the AGE NC II Training Center and was attended by representatives from the TESDA Provincial Office, CSU Andrews Administration, TVET staff, trainers, and trainees. The training concluded on May 8, 2024, through an institutional assessment conducted by their trainer to check whether they were eligible and ready for the National Competency Assessment and Certification (NCAC). Fortunately, all the trainees passed the institutional assessment, and they are now waiting for their schedule for NCAC.

The training cost that was billed to the TESDA Provincial Office was ₱ 252,125.00, which would cover the administrative expenses, trainer’s fee, and other expenses incurred during the training.

On March 22, 2024, TESDA Cagayan Provincial Office recognized CSU Andrews for registering the Highest Scholarship Slot Utilization Rate for Calendar Year 2023 in Unified TVET Program Registration and Accreditation System (UTPRAS) Registered Programs this was awarded during the TVET Planning Workshop at Nagbaranganan Framer’s Training Center in CSU Sanchez Mira.

CONTINUOUS PROFESSIONAL DEVELOPMENT OF FACULTY AND STAFF

The Campus TVET Office received slots for the Trainer’s Methodology Certificate Level I Training and Assessment funded by the university through the University TVET in partnership with Aparri Polytechnic Institute (API). The training started on November 20, 2023, and commenced on January 31, 2024. There were eight faculty members of the College of Hospitality Management and two campus TVET office staff who underwent and successfully completed the training.

On February 22, 2024, they were subjected to the National Competency Assessment and Certification (NCAC) as an assessment of their learning during the training. They were assessed by Ms. Bhelynda Gonzales, Mr. Rodelio Tinaza, and Ms. Katrina Vinarao from Isabela School of Arts and Trades (ISAT) with the TESDA Representative, Mr. Rolando Q. Queral III from TESDA-API. The faculty and staff were all certified competent. This also means that they are eligible to apply for the National TVET Trainer Certificate and competency assessor loading for them to become a TVET trainer and TESDA-accredited competency assessor in the qualifications they are holding.

ASSESSMENT AND TRAINING CENTER COMPLIANCE AUDITS

This compliance audit was conducted by TESDA to check whether the assessment centers and training centers were compliant with TEDSA assessment and training methodologies and procedures.

The audit team is comprised of Ms. Alma Herminia D. Torres and Vilma C. Cabrera from the Southern Isabela College of Art and Trades and the TESDA Isabela Provincial Office.
