Avec ses deux compétitions, nationale et internationale, le festival met à l'honneur des courts-métrages réalisés partiellement ou totalement en cinéma d'animation, qui ont eu recours aux nouvelles expressions | expériences | nouvelles technologies.

Le FINECAA souhaite offrir au public un large éventail de formes d'expressions créatives qui utilisent des technologies numériques pour renouveler le genre, innover ou interagir avec le public y compris en questionnant notamment les notions de genre et d'identité.
