David R. Krathwohl explains that Bloom's Taxonomy has been used by educators as a representation of a culminating hierarchy. This meant that once you mastered one hierarchy, you were able to move to the next (Krathwohl, 2002).
With a revision to the 1956 version of Bloom's Taxonomy, the highest level switched from evaluating to creating (see right). This switch meant that instead of students just recalling or evaluating information, they were now being asked to take the information they learned and create a product with it.
