The Congressional Debate Guide (PDF) below originally was authored by Adam J. Jacobi in 2002 when he coached at Rufus King High School in Milwaukee, Wisconsin, and was shared with the greater speech and debate community when Schwan's food company sponsored a resource sharing site by the National Speech & Debate Association. Over the years, Mr. Jacobi has revised the guide to reflect changes in rules and norms in Congressional Debate. The 2015 version includes new branding for the National Speech & Debate Association, and includes their standards for use of digital devices, as well as the Direct Questioning protocol used by a growing number of tournaments.
