"Insurance Discounts and Optimal Homeowner Wildfire Mitigation" (with Jim Webster)
Abstract:
As wildfire risks to homeowners across the Western United States continue to grow, insurance companies face the challenge of accurately quantifying wildfire risk and pricing coverage for threatened homes. Historically, insurance pricing has failed to account for parcel-level mitigation measures when pricing policies, leading to market inefficiencies. As a result, Colorado has implemented new legislation requiring insurance companies to provide discounts for mitigation measures and to provide transparent information on how pricing decisions relate to wildfire risk. In this paper, we develop an illustrative model to help design and implement mitigation discounts. With help from science-based mitigation certification programs, this model ensures that mitigation discounts are provided transparently to homeowners, thereby improving the financial and information mechanisms that drive take-up of mitigation actions and increasing community resilience.
