It’s because culture itself helps to construct the gender identities and sexuality of a person.
These social normatives or forces in culture can either repress or empower certain types of sexuality or gender.

These factors function as determinants leading to gender differences in roles and behaviors and how these are regarded in various social contexts.
It is IMPOSSIBLE to separate gender and culture.
