Inception and Establishment
The founding of the Office of the Legal Affairs at Camarines Norte State College (CNSC) marks a significant milestone in the institution's administrative fruition. In compliance with the DBM Circular No. 589, series of 2022, which mandated the "Revised Organization and Staffing Standards (OSS) for SUCs - Phase I," CNSC adopted this directive to enhance its governance structure and regulatory compliance framework.
On July 11, 2024, the Office of the Legal Affairs officially commenced operations under the leadership of Atty. Imee M. Fernandez, who assumed her role as the pioneering College Legal Officer. Soon after of this landmark appointment, the office expanded with the addition of two capable legal assistants, forming a dynamic team committed to serving the institution's complex legal requirements.
Building Bridges Through Collaborative Learning
Recognizing the unique challenges of establishing legal services within an academic environment, the newly formed legal team embarked on a strategic initiative with the full support of College President, Dr. Marlo M. De La Cruz, PECE. This visionary approach involved conducting comprehensive benchmarking visits to neighboring State Universities and Colleges (SUCs) including Bicol State College of Applied Sciences and Technology (BISCAST), Central Bicol State University of Agriculture (CBSUA), Partido State University (ParSU), and Bicol University (BU).
These professional exchanges yielded far more than procedural insights—they initiated the formation of regional network among legal offices across the Bicol Region's SUCs. This alliance brought together the complete constellation of legal offices from Bicol State College of Applied Science and Technology (BISCAST), Bicol University (BU), Camarines Norte State College (CNSC), Camarines Sur Polytechnic Colleges (CSPC), Catanduanes State University (CatSU), Central Bicol State University of Agriculture (CBSUA), Dr. Emilio B. Espinosa Sr. Memorial State College of Agricultural and Technology (DEBESMSCAT), Partido State University (ParSU), and Sorsogon State University (SorSU). This collaborative coalition solidified professional network in creating opportunities for collective growth and shared learning experiences.
