A trail platform/overlook is being planned along the Blue River Trail. The Platform will be located along the trail at the intersection of Tompkins Street and River Road. The Platform will consist of a 30’ x 30’ platform with 4’ concrete walls to allow for an overlook of the Big Blue River. This project is to construct a relief sewer for the undersized storm sewer main running through the South Central Basin to the Fortune Ditch. The pipe and detention basin included in the proposed work is specifically designed to reduce the flooding surcharge that happens in short, heavy rain events north of Evans St, and also designed to reduce flooding throughout. The reduced water in the Fortune Ditch storm sewer main will also allow the City the ability to add further storm sewer runs in the near future.
Final design and construction is scheduled to occur in 2021.

As the Shelbyville community continues to grow and change, our downtown must be a key component of that process. While numerous privately-funded projects are in the pipeline, these three projects show the long-term commitment from the public sector. Towards the bottom of this page, you will also find a map laying out the locations of these three projects.
Both Hodell Street and Prospect Street were were awarded funding from the Community Crossings Grant program to be constructed in the 2019 and 2020 construction seasons. Both of these segments of roads are planned to begin construction in Fall of 2020 and once started should take approximately 2 months to complete.

The City received a DNR Recreational Trail Program grant to kickstart the North Reach of the Blue River Trail. Knauf Fiberglass has generously committed to donated a 1.5 mile stretch of land along the river. This will start just north of the SR 9 Trailhead across the railroad tracks, and run along the Big Blue River to I-74.
This trail will be a great addition to the City, with a nature trail running through woods and along a river located only 0.3 miles from the downtown square.
Two sections of West Franklin Street were awarded funding from the Community Crossings Grant program to be constructed in the 2019 and 2020 construction seasons. The first section of West Franklin Street to be reconstructed will run from Elliot St to Conrey Street and the work should be completed in the summer of 2019. Construction is expected to take 2 to 3 months. The second section of West Franklin Street to be reconstructed will run from Elliot Street to Habig Street. These two segments of the street are currently rated among the highest road segments in need of repair and replacement.

In 2019, the City sought after and was successful in receiving an additional $1 Million through the State of Indiana’s “Community Crossings” program, which was to be used towards roads projects to improve the safety of our transportation network. This brought the City’s total in Community Crossings Funding to $3 Million since it’s inception in 2016. A vast majority of that money is being utilized to perform preventative maintenance on our existing infrastructure to increase it’s overall life-span. The main way we accomplish this is through a process referred to as “Mill and Overlay” where the top portion of asphalt, where most of the cracks and imperfections exist, is removed and a new layer of asphalt is applied to the top of the road. The City of Shelbyville is making major improvements on East Washington St. This project includes major streetscape improvements to make the area both asethetically appealing, while also making it safer for pedestrians and motorists alike. These improvements will help promote the business climate in Historic Downtown Shelbyville, while also preserving and protecting the character of our downtown district. Expect to see a more business and pedestrian-friendly street, with plenty of parking among new landscaping and trees.
The project was awarded to Beaty Construction in March 2019, and construction will begin in April of 2019. The first block (from the Public Square to Pike St) will be complete by September 1st, with the rest of the project being finished by the end of the 2019 construction season.
The Shelbyville Parks Department installed a new aquatic play unit at the Meridian Park Aquatic Center. The structure is from a company called Splashtacular LLC, and includes water elements and slides in the zero depth pool typically used by smaller children. This work also replaced pipes in the same location that are currently in need of repair.
This improvements were completed just in time for the opening day of the 2019 season!
Cardinal Lane has had flooding issues for many years. Without storm sewers in place, storm water sits on the roadways, yard, and driveways for long periods of time after rain events.
In May of 2019, the City bored a 10″ storm sewer 300 feet under Michigan Road to an existing manhole on Northridge Drive. Later this year, the city will be working on Phase 2 of the project, which includes installing 8 storm inlets further throughout the neighborhood. Cardinal Lane will also be repaved in 2020, after the storm sewer improvements have been completed.
