This report will serve as a brief summary of the 2022 calendar year for the Plan Commission, Board of Zoning Appeals, Building Commission, and all other activities related to the City's Planning and Building Department. This report will review the current status of the staff's 2022 goals, summarize all the different petitions heard by the Plan Commission and BZA, provide a review of the code enforcement activities for the year, give a brief synopsis of the development trends, and establish the staff's goals for the upcoming year.
The City of Shelbyville’s Planning and Building Department (PABD) serves as the main professional, technical, and administrative staff for the City’s Plan Commission, Board of Zoning Appeals, Technical Review Committee, and Building Commission, and serves alongside other city departments to facilitate the responsibilities and needs of the city’s Board of Public Works and Safety, Common Council, and Mayor’s Office. The PABD staff works to advise these boards and commissions on the decisions they are tasked with making, and performs the day-to-day operations of these boards and commissions to ensure responsive and responsible development throughout the community. The day-to-day tasks include, but are not limited to; plan review for compliance with the UDO, code enforcement, permitting, inspections, floodplain administration, and grant writing/administration.
Some of the major projects and milestones accomplished by the PABD staff include:
Working with other departments and community organizations to facilitate organizing and permitting the first full event season of the new Public Square. This event season included Wine Walk, Brew Fest, Taste of Shelby County, Mistletoe Market, and the weekly Farmers Markets.
Reviewing and approving (4) Subdivision Construction Documents including Stratford Place, Bear Run, Twelve Oaks, and Isabelle Farms.
Permitting and inspecting the construction of new single family homes; an increase from 84 new homes in 2021 to 103 in 2022.
Overseeing all permits pulled for new residential construction, including apartments, condominiums and manufactured homes; in total there were 296 new housing units permitted in 2022. An increase from the 105 new housing units in 2021.
Working with Developers on a major infill development project in downtown Shelbyville. The Plant Apartments will restore the historic Coca-Cola Bottling Plant and redevelop the former Porter Pool Center and Helipad to provide 168 apartment units.
Throughout the year, the PABD staff interacts thousands of times with citizens, business owners, developers, and more to assist each individual or project team with the solution to their specific project or question. This annual report highlights those interactions, the outcome of those interactions and highlights the value added to the community as a whole by the PABD staff.
In the 2022 calendar year, the Shelbyville Plan Commission heard (24) petitions and the Shelbyville Board of Zoning Appeals heard (19) petitions on a wide variety of projects; several of the petitions involving both groups. The petitions heard in 2022 were handled in a thorough, yet efficient manner. The Annual Report serves as a review of these petitions heard by the Plan Commission and Board of Zoning Appeals along with a review of the goals established by the PABD staff in 2022 and a summary of the work completed in 2022.
In last year’s report, the PADB staff developed goals for 2022. These goals included both procedural improvements to the day-to-day operations of the department and long-range planning goals that help guide the department, the commissions and boards and the community’s elected officials and other decision makers. Here is a review of the 2022 goals:
The PABD staff continues to work to accomplish this goal. Internally, PABD staff hoped to fully "go-live" with the CitizenServe digital platform in 2022. Instead only two parts of the platform, including Code Enforcement and Landlord Registration, went live. This goal will continue in 2023 with a projection of all functions of the department being "live" to the public in the first half of the 2023 year.
The PABD staff attended trainings and conferences in 2022 to keep well informed on current Planning and Building Department trends, to network with other communities and professionals, and to continue to build core job competencies. Conferences and trainings included APA National Planning Conference, Purdue Road School, Indiana Planning Conference, ThinkGIS training, and the Indiana Association of Building Officials.

The PABD continually works to share information and training opportunities with community via Citizenserve. PABD staff posted a webinar to the City's website and made several updates to the Department's webiste to share information about the Department's role and responsibilities.
The PABD staff accomplished to major UDO amendments in 2022. These updated sections included Landscaping Standards, Subdivision of Land Standards, Architectural Standards, Commercial Standards, Environmental Standards, Height Standards and several minor grammatical updates to the text in other sections and the appendix.
The PABD staff updated applications and processes to increase efficiency and reduce confusion. Throughout the year, PABD staff updated the Fee Schedule, the Subdivision of Land application, the Park Impact Fee application and made minor adjustments to other Plan Commission and BZA applications. subdivision process and its associated applications.
PABD staff partnered with the Shelby County Development Corporation, Mainstreet Shelbyville, the Blue River Community Foundation, and the Shelby County Chamber of Commerce to host special events on the public square. These events included Mistletoe Market, Wine Walk, Taste of Shelby County, and Cornstock. In addition, the City worked with Mainstreet Shelbyville to establish an outdoor amenities grant; funding outdoor furniture for Business to utilize at their location on the Public Square and participated in numerous development site visits with the Shelby County Development Corporation.
The PABD staff did not undertake any new extra-territorial jurisdictions approvals in 2022 year.
