Third Country Training Programme (TCTP)


Malaysia supports 144 developing countries under the framework of the South-South Cooperation since 1980 via the Malaysian Technical Cooperation Programme (MTCP). In 1983, Japan started its Third Country Training Programme (TCTP) in Malaysia. Subsequently, Malaysia and Japan began to collaborate in 1992 to assist developing countries under the MTCP Recipient List within this TCTP arrangement.  

The implementation of the project is through a tri-partied cooperation between the Malaysian Technical Cooperation Programme (MTCP), a unit under the purview of the International Cooperation and Development Division, Department of Multilateral Affairs, Ministry of Foreign Affairs, Malaysia, Japan International Cooperation Agency (JICA) and Centre for Instructors and Advanced Skill Training (CIAST) as the implementing agency for programmes related to TVET trainers capacity building.  MTCP is the Secretariat for the TCTP.

CIAST is located in Shah Alam, the state capital of Selangor which is also known as the ‘Orchid City’ of Malaysia.  It is 25 km away or about half an hour’s drive from Kuala Lumpur, the capital of Malaysia and about one hour’s drive from Kuala Lumpur International Airport (KLIA).
