The Charleston County School District provides free educational screenings to homeschooled and private school children who are educated in Charleston County or who reside in Charleston County. Parents may obtain additional information about the screening process by emailing childfind@charleston.k12.sc.us or by completing the Private and Homeschool Child Find Online Screening Appointment Request form. If eligible under IDEA, the district will develop an Individualized Service Plan based on the evaluation and the services determined through the consultation process. If a parent is considering enrolling in public school and is a resident of Charleston County, an Individualized Education Program (IEP) will be developed as an offer of Free Appropriate Public Education.
Parentally placed private school children do not have an individual right to receive the special education and related services that the child would receive if enrolled in a public school (34 C.F.R. § 300.137(a)). An Individualized Education Program (IEP) outlines a student's specialized instruction, accommodations, and modifications required to receive a Free and Appropriate Public Education when enrolled in public school. For students enrolled in private schools by their parents, an Individualized Service Plan (ISP) is written to outline the services the district will provide with a proportionate share of IDEA funds.
The Charleston County School District must meet annually with community stakeholders to discuss how the proportionate share of IDEA funds will be spent on services for private school and homeschooled children. Information regarding the consultation process is included below.

Screening appointments are available from August through early April.
If your parentally-placed private school child has been identified as a student with a disability, please complete this survey. Unless you specify otherwise, your child will be included in our count of parentally-placed private school and homeschooled children, you will be contacted for reevaluation of your child's eligibility every three years, and you will be invited to the district's private and homeschool consultation meetings.
Annual/Ongoing Meaningful Consultation Survey
Private/homeschool school staff and parents are asked to consult annually and are invited to provide input on a continuous basis regarding the district's allocation of the proportionate share of IDEA funds for private and homeschooled children.
