Acquisition of Library Materials
Texas State Library Standards
The CISD Library Media Centers strive to meet the exemplary standards for library resources outlined in the Texas School Library Standards. These standards may be accessed online at https://www.tsl.texas.gov/ld/schoollibs/index.html.
Gifts and Memorials
Gifts and memorials that meet the same criteria as materials selected for purchase may be accepted. These materials shall be accepted with the understanding that, if not suitable, they will be returned or disposed of at the discretion of the librarian.
It is preferred that monetary donations and memorials be given so that the librarian may select appropriate materials. Gift values will not be appraised for income tax purposes.
Budgeting
Each Library Media Specialist will submit documentation to campus administration to reflect management of the library budget as requested.
Request for Resources
Teachers and school staff may submit requests for resources to the campus librarian. The materials need to meet the guidelines for selecting library resources previously listed.
Guidelines for Inclusion – Campus Library Collections
1. All items, whether donated or purchased by the district, must meet the Celina ISD
selection policy.
2. All items must meet standards of copyright law.
3. All items must be available for the following:
a. circulation
b. interlibrary loan
c. searching in the online catalog
4. All items may be subject to the following:
a. limited loan periods
b. holds
c. return to the library for inventory
5. The following items will not be considered for inclusion:
a. consumables
b. classroom sets
6. No more than five (5) copies of a single title may be cataloged and circulated through
the library, with the exception of specific reference materials.
7. Archival copies of periodicals will only be kept as space allows.
8. All considerations are subject to constraints of personnel, budget, and shelf space.
These may include constraints of cataloging, circulation, maintenance, inventory, and storage.
9. All items cataloged in the library become the property of the library on behalf of the campus. As such, these items are no longer the property of the purchaser, whether a donor, staff member, or department.
10. Only materials purchased with library funds or donated from a source outside the district will be subject to repair and/or replacement by the library.
11. Audio Visual or Equipment items that are NOT circulated to the entire staff (i.e.document cameras, HDMI Cords and accessories) will be considered a fixed asset and assigned to the fixed asset circulation type and hidden from view on the search screen.
Library Budget
Annual Operating Budget
1. Budgets are generally approved at the June board meeting for use beginning July. Each campus library submits to the administration a budget request for the upcoming year during the spring semester. Budget proposals should take into consideration the projected enrollment for the campus, weaknesses in the campus library collection determined via a library collection analysis and the Standards and Guidelines for Texas school libraries (https://www.tsl.texas.gov/ld/schoollibs/index.html).
2. All items purchased with library funds are for use by all library patrons (unless designated for staff only). With the exception of the weekly student magazines and class dictionaries, the library will not purchase items with library funds to be used solely for one class or grade level.

4. All orders coming from these accounts are to be submitted to the campus secretary via a Requisition Form for approval from the campus principal and ultimately district Superintendent.
5. Library orders may be placed from any vendor; however, a list is provided below of reliable library vendors:

6. Library funds are to be encumbered by March 1st of the current school year. Unspent library funds will not roll over to the next school year.
Library Activity Accounts Library activity accounts hold monies from late fines, damaged books, lost books, book fairs, sales of required reading materials, and memorial donations. This account is to be used solely for library-related purchases and may be accessed at any time.
Electronic Resources and Database Subscriptions:
Most electronic resource and database subscriptions are paid for through the district technology budget including the following:

• EBSCOhost (7-12)
• Facts 4 Me (K-4)
• Gale (7-12)
• PebbleGo (K-4)
• Tumblebooks (K-4)
• World Book Encyclopedia (K-12)
