Emerson Lacson Bergonio is a registered and licensed professional forester, teacher and environmental planner. He earned his Doctor of Philosophy in Environmental Science with cognate in Strategic Planning and Public Policy from the University of the Philippines Los Baños in June 2019. During his Doctorate studies, he is a full scholar of Department of Science and Technology - Accelerated Science and Technology Human Resource Development Program – National Science Consortium (ASTHRDP-NSC).
He completed elementary (1996) and secondary (2000) school at Camarines Norte State College, where he also earned his Master’s degree in Public Administration in 2008. He is a graduate of Bachelor of Science in Forestry major in Agroforestry at Bicol University College of Agriculture and Forestry in 2004 and later earned his degree in Juris Doctor at the University of Nueva Caceres in 2012. He is a passer of the Career Executive Service Written Exam (CESWE), the 1st stage for conferment as Career Executive Service Officer.
Dr. Bergonio is currently an Associate Professor teaching subjects (both in the undergraduate and graduate programs) in the field of environmental science and management, environmental governance, biodiversity conservation, institutional/ development planning, local government administration and other social science courses. He is concurrently serving as the Director for Institutional Planning and Development of the Central Bicol State University of Agriculture system, Director for Neo-Normal Agventure Center and Program Chairperson of BS Environment Science.
He is a Regular Member of the Regional Quality Assessment Team (RQAT) for Agriculture, Forestry, and Fisheries Programs. Dr. Bergonio is accredited Consultant/Expert of the Department of Science and Technology Regional Office No. V in the fields of Environmental Management System and Good Agricultural Practices (Cacao) under “OneExpert (1E): A One-Stop Portal for Science and Technology Consultancy and Technical Services.
Assoc. Prof. Julieta M. Casaul (Isabela, Negros Occidental, 1970) is a graduate of MS Food Science (Biochemistry) and BS Food Technology from University of the Philippines Los Baños. She is with CBSUA since 1994 with a gap of 3.5 years when she shortly joined University of the Philippines Visayas and now holding an Assoc Prof V position. Since her stay at CBSUA, a number of technical assistance were provided to food MSMEs and LGUs by serving as resource person in various trainings, seminars and skills demonstration Research and development and innovation projects with external funding focused on coconut water, cacao and taro processing for a decade now. She was blessed to lead the team in the establishment of Food Testing Laboratory (funded by DTI) and Complementary Food Processing Facility (funded by DOST) to augment research capacity of the university. Research publications includes utility models, and co-authorship of journal articles and a booklet. At present, she is leading the CBSUA Intellectual Property and Technology Business Management project funded by DOST-PCAARRD for 5 years already and with approved 2-year renewal starting 2025.
Dr. Allan B. Del Rosario, a distinguished academic and researcher in agricultural entomology, hails from San Felipe, Naga City. He holds a Ph.D. in Agricultural Entomology from Central Luzon State University and a Master's in Plant Protection with a specialization in Entomology from Camarines Sur State Agricultural College. With a robust background in crop protection, apiculture, and integrated pest management (IPM), Dr. Del Rosario has made significant contributions to advancing sustainable agriculture. His research spans critical areas, including the biology of rice black bugs, stingless bees, and innovative pest control techniques, bridging both scientific inquiry and real-world applications in the agricultural sector.
Currently an Associate Professor at Central Bicol State University of Agriculture (CBSUA), Dr. Del Rosario has held a range of academic and leadership positions, enhancing both student learning and institutional development. He frequently serves as a resource expert for training programs, offering workshops in mushroom production, vegetable crop IPM, and beekeeping, to name a few.
He is an active member of several professional organizations, including the Philippine Agricultural Entomologist Association, the Phytopathological Society of the Philippines, and the Beekeepers Association of the Philippines, Inc. Licensed as an agriculturist, he also holds trade certifications in horticulture and animal production. Dr. Del Rosario’s dedication to education, research, and community engagement underscores his unwavering commitment to improving agricultural practices and advancing knowledge in his field.
Arthur B. Estrella, a highly esteemed academic and environmental management expert, has served as an Associate Professor V at the Central Bicol State University of Agriculture (CBSUA), Philippines. With a strong academic background, he is a candidate for a PhD in Environmental Management at Newcastle University, United Kingdom, and a PhD in Development Management at Bicol University. He holds an MSc in Crop Science and a BSc in Agriculture from CBSUA.
Dr. Estrella has been awarded the prestigious International Ford Fellowship Program, which supported his doctoral studies in environmental management. He has passed both the Civil Service Professional Examination and the Agricultural Extension Workers Examination with commendable scores.
His scholarly contributions include several publications in high-impact ISI journals, with topics ranging from socio-ecological assessments of coastal areas to climate change adaptation strategies in agriculture. He has also co-authored a book and book articles focusing on environmental management and sustainable agriculture. He has presented his research at various international conferences, including in Bangkok, Thailand, and has been involved in numerous collaborative research projects with international agencies such as UNESCO, FAO, and the World Bank.
Dr. Estrella's extensive experience extends beyond academia, having worked as a research consultant for organizations like TRIAS, FAO, and UNDP. His work in developing environmental policies and sustainable livelihood strategies has greatly contributed to the conservation of natural resources in the Bicol region and beyond.
He has been recognized with several awards, including the Harigi Award from the Local Government Unit of Pili and the Kawani Award from CBSUA. His leadership in research, planning, and development at CBSUA reflects his commitment to advancing agricultural science, environmental sustainability, and disaster resilience in the Philippines.

Dr. Hanilyn Aguilar Hidalgo is an accredited Professor VI at the Central Bicol State University of Agriculture, Philippines. She was a Latin honor graduate of the University of the Philippines Los Baños under the Agribusiness Management program. She holds advanced studies in Business Administration and took an interest in research that deals with sustainable livelihood of the marginal sectors, value chain analysis, market behavior, innovation skills, and farm tourism. She has authored research articles in various peer-reviewed international journals. She is a twofold recipient of the Silver Award for Best Paper in the Philippines with her research on livelihood vulnerabilities in the agritourism and informal business sectors
Her experience as Head of International Relations at the University has developed extensive research and academic networks in Southeast Asia. In 2018, she became the program development coordinator of Asia Pacific’s Sustainable Agriculture, Food and Energy Network (SAFE Network). She has led several research projects, including collaborative work with Vietnam counterparts funded by the International Foundation for Science that was completed in 2019. She was engaged in a national project on developing a blueprint for Agri-Industrial Corridor Development in the Philippines. She is currently involved with development projects in her locality in partnership with the local government to enhance the informal business sector. Her engagement in enterprise development in the countryside allowed her to be selected as one of the regional project evaluators of the Philippines’ Small Enterprise Technology Upgrading Program of the Department of Science and Technology. Along with these works, she is an active farm tourism operator of a wellness-themed integrated farm called the “Nesting Place.”
She was recognized as one of the 2021 women leaders in Southeast Asian Women under the agriculture, education, and energy & environment categories. Also, in October 2021, she was awarded as one of the Outstanding Asian Science Diplomats. Recently, she clinched the spot as one of the four finalists of the 2023 Pantas Award, the highest recognition given to researchers/scientists in the Philippines by the Department of Science and Technology.
Dr. Ana Espejo Miraña, Ed.D., is a distinguished academic and educational leader, has served as the Vice-President for Academic Affairs at Central Bicol State University of Agriculture (CBSUA). With a rich background in education, she has held pivotal roles including Dean of the College of Development Education and Coordinator/Principal at CBSUA's Laboratory High School. Her academic expertise spans Physics, Professional Education courses, and Japanese language instruction.
Dr. Miraña holds a Doctor of Education in Educational Leadership and Management from Bicol University, along with a Master’s in Physics Education and a Master of Arts in Educational Management, also from Bicol University. Her early academic pursuits were supported by scholarships from the Department of Science and Technology and the City Government of Ligao.
A notable highlight of her career is her role as a Philippine representative to the International Leaders in Education Program at Kent State University. She has been honored as a National Finalist in the Metrobank Search for Outstanding Teachers and has earned recognition for her research and instructional materials, including a 1st place award in the National Strategic Intervention Material (SIM) competition.
Dr. Miraña is an active contributor to the academic community, participating in international and national conferences, seminars, and workshops as a presenter, resource speaker, and project leader. Her research and publications cover diverse areas such as physics education, climate change preparedness, and the integration of technology in learning environments. Her dedication to education and community service is further demonstrated through her involvement in various outreach projects.
Dr. Jiye A. Margate is a highly accomplished educator and dance expert, currently serving as a Professor VI at Central Bicol State University of Agriculture (CBSUA), Pili, Camarines Sur, where she has been a faculty member since 1998. She holds a Doctor of Philosophy in Educational Foundation from Bicol University and a Master of Science in Physical Education with a major in Dance from the University of the Philippines, Diliman. Dr. Margate’s academic journey also includes a Bachelor’s degree in Secondary Education with a specialization in Physical Education, Health, and Music from the University of Nueva Caceres.
Her extensive teaching experience spans several institutions, including part-time positions at Universidad de Sta. Isabel and Mariners’ Polytechnic Colleges, as well as an earlier appointment as an instructor at the University of Nueva Caceres.
Dr. Margate has undergone advanced training in choreography under Douglas Nierras’ Powerdance and in folkdance with the renowned Bayanihan Dance Company. She has led numerous workshops and seminars, sharing her expertise in dancesport and folkdance with educators and enthusiasts alike.
A dedicated researcher, Dr. Margate was the Program Leader for the CHED-NCCA funded research Balaong nin Pagrumdum, which curated the traditional performing arts of the Bicol Region. Her work earned her the Best Paper Award at the 35th Research and Development Project Review in 2022. She has also contributed scholarly articles to publications such as Readings on Bicol Culture and Kabansayan: Contemporary Arts of the Regions.
Dr. Margate’s affiliations include membership in the International Dance Council under UNESCO, the Philippine Folkdance Society, Grupo Kalinangan, and the Culture and Arts Design of the Philippines (CADAPHI), reflecting her dedication to both cultural preservation and academic excellence in the field of dance.
Charlie P. Nacario is a PASUC-accredited full Professor VI at the Central Bicol State University of Agriculture, renowned for his expertise as a researcher and consultant. He is a peer reviewer for both local and international refereed journals and advises undergraduate and graduate students on theses and dissertations. Nacario has co-authored educational books on topics such as Field Study, NSTP, Science, Technology & Society, and Principles of Teaching. His research contributions include Readiness and Acceptability of Information and Communication Technology Integration in Basic Education (2014), Integrating UNESCO ICT-Based Instructional Materials in Chemistry Lessons (2014), Students' Performance in Science in Three Selected Schools Using Lesson Study: A Pilot Study (2013), Internationalization of Agricultural Education Program of State Universities in Camarines Sur, Philippines (2023), and Productivity and Livelihood Analysis of Selected Areas of Libon, Albay, Philippines. Throughout his career, Nacario has presented and published numerous award-winning papers, both locally and internationally.
Amelia R. Nicolas is an accomplished academic affiliated with the Central Bicol State University of Agriculture (CBSUA) in Bicol, Philippines. She holds the position of Professor VI within the College of Agriculture and Natural Resources (CANR). Dr. Nicolas earned her Bachelor of Science in Agriculture as Magna cum laude from Camarines Sur State Agricultural College (now CBSUA) and later obtained her Doctor of Philosophy in Entomology from the University of the Philippines Los Banos. Her research interests are diverse, focusing primarily on meliponiculture (stingless bee keeping), meliponitourism, insect taxonomy, pest management, urban agriculture, and indigenous knowledge systems.
Dr. Nicolas has contributed significantly to the field through various publications, including studies on sustainable pest management, the potential of meliponitourism, and the biodiversity of local bee species. Her publications have been cited multiple times, reflecting her influence in her research areas. Based on AD Scientific Index, she is ranked among the top scientists in her field at CBSUA and has been recognized for her contributions to biological sciences, particularly pest management and biodiversity conservation.
Dr. Nicolas is a respected expert in her field and has been featured on national television, such as the popular show "Kapuso Mo, Jessica Soho," where she discussed the importance of honeybees. She has also been actively involved in community development projects, providing training and support to stingless bee keepers in the Bicol region.
On top of her teaching and research responsibilities, Dr. Nicolas serves as the project proponent and Head of the International Credit Transfer Program at CBSUA-CANR, where she collaborates with international partners to promote the academic programs in agriculture and enhance the University’s visibility on the international stage.
Additionally, Dr. Nicolas has held leadership roles at CBSUA, including serving as the Dean of the College of Agriculture and Natural Resources and Director of the Regional Apiculture Center, further demonstrating her commitment to advancing agricultural education and research in the region.
Dariel A. Palmiano is a Professor VI at Central Bicol State University of Agriculture, where he also serves as the University Research Director. He is a noted book author, lecturer, and researcher. Dr. Pamiano earned his AB in Philosophy with a minor in Religious Education (Excellence in Philosophy) from Holy Rosary Minor Seminary, and both his Ph.D. in Human Resource Management and MA in Public Administration (Academic Excellence) from Naga College Foundation, Inc.
He has authored influential books, including Logic Makes Sense and Philosophy of the Human Person, which are distributed throughout the Philippines by C & E Publishing Company and National Bookstore & St. Paul, respectively.
Dr. Pamiano's administrative roles include Director of Student Affairs at Naga College Foundation, Inc., Research Director and Dean of the College of Arts and Sciences at Central Bicol State University of Agriculture, and currently Campus Administrator (August 2023 - July 2024) and University Research Director (August 2024 - present). He is also an expert panel reviewer for several institutions and holds affiliations as an Accreditor with the Accrediting Agency of Chartered Colleges and Universities in the Philippines and as an Auditor with the International Organization for Standardization.
Lilia C. Pasiona is an esteemed academic and environmental researcher with a Master of Science in Environmental Science from the University of Nueva Caceres (2007) and a Bachelor of Science in Education major in Biology from Aquinas University, where she graduated Cum Laude in 1988. Currently, she serves as an Associate Professor V at Central Bicol State University of Agriculture (CBSUA), where she has been a dedicated educator and researcher since 1999.
In addition to her academic role, Lilia is the Director of the Regional Apiculture Center at CBSUA, where she spearheads innovative projects, including the Community-Based Enterprise on Meliponiculture and Bee Products and a survey and collection initiative on indigenous crops in Region 5. Her leadership extends to numerous research studies on topics such as the macro flora and fauna of Mt. Asog, the pre- and post-harvest technology of taro, and the bioactivities of stingless bee products, which contribute significantly to agricultural sustainability and biodiversity conservation.
Lilia's contributions to research have been widely recognized through her co-authorship of significant works, including the Beekeeping Training Manual and the Inventory of Flora and Fauna of Mt. Asog. She has also authored notable publications such as Characterization of Taro Cultivars in the Bicol Region and Pollen Sources of Stingless Bees in the Bicol Region. Her studies on stingless bees have been featured in The Philippine Entomologist.
Lilia has received several prestigious awards, including the GADtimpala Award in 2023, 1st place in the South Intensive Program by Howest & Vives University in Belgium, and multiple Best Paper Presenter awards for her work on taro and stingless bees. She has also earned accolades in product innovation, winning 3rd place at the NAFTE 2023 and 2024 for non-food categories, including propolis soap and throat spray.
As a resource person, she has delivered training and presentations on beekeeping and taro production, and has actively participated in various national and international conferences. Dr. Ramona Isabel S. Ramirez, a native of Pili, Camarines Sur, is a distinguished academic and researcher at the Central Bicol State University of Agriculture (CBSUA), where she currently holds the position of Vice President for Research and Innovations. With an extensive background in both Chemistry and Educational Foundations, Dr. Ramirez is a Professor VI and contributes to several academic units, including the College of Development Education, Graduate School, and College of Arts and Sciences. She also holds key leadership roles as Chairperson of the Department of Natural and Applied Sciences, Research Director, and head of the Soil and Water Research Laboratory.
Dr. Ramirez's academic credentials are impressive. Dr. Glenn E. Redecilla is an Associate Professor IV at Central Bicol State University of Agriculture (CBSUA) and the Director of the Bicol Regional Gender and Development Resource Center. He is also a National Trainer and Member of the Philippine Commission on Women National GAD Resource Pool Batch 8.
Dr. Redecilla is currently pursuing a Juris Doctor degree at the School of Law, University of Nueva Caceres. He holds a PhD in Statistics from the School of Statistics, University of the Philippines-Diliman, and a PhD in Development Education from CBSUA. He also earned a Master of Arts in Teaching Mathematics from the University of Northeastern Philippines. His undergraduate studies include a Bachelor of Secondary Education majoring in Mathematics from CBSUA, and he has additional training in Hotel and Restaurant Management from Bicol State College of Applied Sciences and Technology.
As a seasoned resource person, Dr. Redecilla has delivered numerous training sessions and workshops, covering topics such as Statistical Analysis with RStudio Software, Research Methodologies, Gender Sensitivity, and the Use of Gender Analysis Tools in Research and Development. His expertise also encompasses Gender Statistics, Gender Sensitive Statistical Analysis, and the integration of Gender Concepts and Gender Fair Language into syllabi and instructional materials. He has been involved in Gender Responsive Research Preparation, Instructional Measurement and Assessment, and the use of Statistical Tools in Research Writing.
