Elementary and Secondary School Emergency Relief Funds Act (ESSER)

The American Rescue Plan (ARP) Act of 2021, Public Law 117-2, was enacted on March 11, 2021. The ARP Act provides additional funding for school districts to respond to the COVID-19 pandemic. The Education portion of ARP is known as the Elementary and Secondary School Emergency Relief (ESSER III or ARP ESSER) Fund. Carthage Independent School District is applying for the ESSER III Federal grant for funding.

The purpose of the grant is to address learning loss and support the safe reopening and sustaining safe operations of schools while meeting students' academic, social, emotional, and mental health needs resulting from the COVID-19 pandemic. These federal funds were appropriated to the Texas Education Agency (TEA) for public education purposes under the ARP Act through the ESSER III Fund. The grant expires September 20, 2023, but districts can carry over unused funds and be allowed to continue spending until September 20, 2024.

Please consider this Public Notice and subsequent request for CISD Board approval of the Elementary and Secondary School Emergency Relief Funds Acts (ESSER II and ESSER III). These stimulus bills were passed by Congress under the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act. Funds are provided to school districts to help safely reopen and sustain the safe operation of schools and address the impact of the coronavirus pandemic on the Nation's students. Some funding options for CISD include Summer Schools, Before/After and Saturday School, Professional Development, Instructional Coaches, Social Emotional Learning Programs, Bus Services, HVAC Systems, Construction Costs and Nutrition. The Department will monitor the use of ESSER funds. In addition, ESSER funds are subject to audit requirements under the Single Audit Act and to review by the Government Accountability Office. The Department’s Office of the Inspector General may audit program implementation, as may any other federal agency, commission, or department in the lawful exercise of its jurisdiction and authority.

ESSER III funds total $4,561,012 for school years 2020-2023.

All funding will expire on designated school years according to TEA guidelines CISD understands the use of the funds for ongoing purposes could result in funding deficits in future years after the funding expires on September 30, 2023 , and it makes no assumptions that the state will provide replacement state funds in future years.
