LOCAL GOVERNANCE REGIONAL RESOURCE CENTER
The LGRC is designed to promote a culture of learning and knowledge sharing in support to DILG's role as catalyst for excellence in local governance.
The framework describes the interaction of the four (4) elements - contribution, knowledge management processes, core services, and development partners/collaborators - in the LGRRC.
Applying multi-stakeholdership and convergence, the LGRRC shall collaborate with the different development partners: the International Non-Government Organizations (INGO), humanitarian organizations, local Non-Government Organizations, Civil Society Organizations, Academe /Research Institutes, national government agencies and the Local Government Units (LGUs). It shall leverage the center’s four (4) core services – multi-media knowledge and information, public education on good governance and citizenship development, capacity development, and linkages and networking - while employing the processes of knowledge creation, sharing, utilization and evaluation.
Adopting knowledge management processes, the development partners are expected to collaborate along the different areas of local governance with the goal of each stakeholder contributing to the realization of effective local governance through their respective fields of expertise. The points of collaboration include, disaster-risk reduction management
and climate change adaptation, building business-friendly and competitive LGUs, Alliance Building on the Agusan River Basin and natural resource management, and developing participative, accountable, transparent and responsive LGUs, among others.
The LGRRC is a relevant knowledge hub of innovation and convergence of stakeholders as enablers of excellence in local governance.
The LGRRC 13 shall espouse a culture of innovation; foster convergence; and facilitate knowledge management integration to develop partners’ capacities in local governance responsive to the call of the times.
Public Education on Good Governance and Citizen Development
1. To conduct collaborative activities and meaningful engagements [E1] with quad-media, CSOs, Academe and other sectors for public education;
2. To promote tools and systems that facilitate capacity development enhancement among LGUs; and
3. To provide an open and neutral [E2] platform for the conduct of citizen education, fora, trainings, dialogue, and other engagements[E3] .
Capacity Development
1. To provide learning and development interventions for Admin and
2. Technical personnel.
2. To provide technical assistance and referral services to LGUs;
3. To provide support and assistance to Sub-LGRCs as necessary;[E4]
4. To disseminate and promote knowledge exchange through application of appropriate communication channels and capacity development tools;
5. To develop capacity development materials and modules;
6. To conduct Training Needs Assessments (TNA) and KM Audit; and[E5]
7. To monitor and evaluate impact of knowledge shared.
Linkage and Networking
1. To operationalize the MSAC through collaborative activities for Capacity Development and Public Education and facilitate resource generation; [E6]
2. To establish database of service providers and knowledge products and services among collaborators and stakeholders;
3. To maintain good relationship with stakeholders;
4. To decentralize and share different learning areas; and
Multimedia Knowledge and Information
1. To serve as repository of data generated by various sources, i.e. knowledge centers
2. To process data into useful information;
3. To package information to knowledge products;
4. To ensure availability/accessibility of the knowledge products to varying clients;
5. To popularize/promote LGRRC products and services; and
6. To capacitate clients to use LGRRC multi-media facilities.
Ensuring attainment of the vision, the LGRRC shall:
1. Document, replicate and incentivize innovations in local governance;
2. Strengthen collaborative efforts and empower partners; and
3. Institutionalize knowledge creation, acquisition, sharing, utilization and evaluation management in LGRRC among collaborators/partners; operations.
