On December 18, 2024, during its "2024 Pasundayag sa DILG Trese" year-end celebration, the DILG Caraga Regional Office was awarded the Drug-Free Workplace Certification by the Philippine Drug Enforcement Agency (PDEA) Region 13. This milestone highlighted the agency’s commitment to integrity, public safety, and wellness in the workplace.
DILG Caraga aimed to institutionalize a safe, inclusive, and gender-responsive work environment by maintaining a drug-free workplace through comprehensive policy enforcement, regular education, and accountability mechanisms, in line with both national directives and GAD standards.
Under the leadership of Regional Director Maria Loisella E. Lucino, CESO IV, DILG Caraga implemented Drug-Free Workplace Orientation Seminars, formulated an anti-drug abuse policy, and conducted mandatory drug testing for all personnel—regardless of gender, position, or employment status. These initiatives promoted not only safety and discipline but also gender equality by ensuring that both men and women have equal protection and responsibility under the agency’s drug prevention policy. The certification was formally awarded by PDEA Provincial Officer IA V Emerson Joshua Santiago, who acknowledged DILG's vital support in grassroots drug enforcement and its model implementation of drug-free programs.
DILG Caraga became a recognized model for a gender-fair, drug-free workplace. These efforts enhanced employee well-being, safety, and dignity. By applying a uniform policy across all staff and integrating health, safety, and education regardless of gender, the agency demonstrated inclusive governance and a proactive stance in fostering a secure and empowering work environment. Building Drug-Free, Empowered Families: A GAD-Responsive Advocacy on ADAC, BIDA, ICAD, and PADS-Related Programs
In alignment with national efforts to combat illegal drugs through community engagement and family-centered interventions, the Department of the Interior and Local Government (DILG) Caraga held the “Drug-Free Workforce” Advocacy Activity on December 14, 2024. The event brought together DILG regional personnel and their families, reflecting a whole-of-family, whole-of-government approach to drug prevention and health promotion. Recognizing that the fight against illegal drugs is not only a law enforcement concern but also a gender-responsive social responsibility, the initiative was part of the agency’s commitment to creating safe, healthy, and empowered communities.
The primary goal was to raise awareness of anti-drug programs such as ADAC (Anti-Drug Abuse Councils), BIDA (Buhay Ingatan, Droga'y Ayawan), and ICAD (Inter-Agency Committee on Anti-Illegal Drugs), while fostering values of responsibility and vigilance among all family members—children, women, and men alike. The activity was designed not only to inform, but to empower each member of the family to contribute to a drug-free, safe, and gender-fair society, in line with the agency’s Gender and Development (GAD) goals.
A key component of the event was an interactive symposium led by RTA Angel Joy Castilla, who presented an age-appropriate and gender-inclusive audiovisual presentation (AVP) on the dangers of illegal drugs. The content was carefully curated to ensure that it resonated with both adults and children, helping break down complex issues into accessible messages. Through this engaging format, families were not just passive listeners but active participants, encouraged to promote healthy habits, protective behaviors, and shared responsibility in their homes and communities. The event emphasized gender equality, highlighting that both women and men play crucial roles in ensuring the safety and well-being of their families and the broader society.
The initiative effectively bridged generational and gender gaps in drug prevention advocacy. By involving the entire family unit, the event fostered a collective sense of accountability, resilience, and empowerment. Participants regardless of age, gender, or role expressed a heightened awareness of the risks of drug abuse and the importance of being proactive advocates for a drug-free lifestyle. Empowering Young Defenders: A GAD-Responsive Self-Defense and Cyber Safety Workshop for DILG Kids
In celebration of the 2024 National Children’s Month and in response to rising concerns around child abuse, gender-based violence, and online threats, the Department of the Interior and Local Government (DILG) Caraga organized a Self-Defense Workshop for DILG Kids in partnership with Madrig Taekwondo Gym. Held on November 23, 2024, in Butuan City, and themed “Break the Prevalence, End the Violence: Protecting Children, Creating a Safe Philippines,” the activity addressed both physical and digital safety issues, underscoring DILG Caraga’s commitment to inclusive and gender-sensitive child protection efforts.
The initiative sought to empower children aged 6 to 17, both girls and boys, by equipping them with age-appropriate self-defense skills, cybercrime and cyberbullying awareness, and core values such as respect, discipline, and equality. In line with the agency’s Gender and Development (GAD) framework, the event aimed to promote gender-fair, non-discriminatory learning experiences while fostering parental involvement in child safeguarding and protection.
The workshop opened with an inspiring message from LGCDD Chief Milariza L. Beniga, who emphasized children’s rights, the importance of confidence-building, and mutual respect. A gender-aware lecture on cybercrime and cyberbullying was delivered by PM Sgt Beverly R. Burdeos from the Women and Children Protection Desk, focusing on the gendered nature of online violence and strategies for prevention.
Children then participated in a hands-on Taekwondo self-defense training facilitated by Certified National Taekwondo Instructors— Jhidane Invisor Navarro, Joeyanny Ethan Turingan, and Moises Ayala Perez Abragan Jr. The training incorporated not only technical skills but also the values of discipline, self-control, and equality. The sessions were designed to be inclusive and participatory, providing a safe space for both girls and boys to build strength and confidence. Parents and guardians also joined, strengthening the community-based support system for child safety and gender-responsive parenting.
The workshop was lauded by both children and parents, with participants reporting increased confidence, safety awareness, and mutual understanding. It contributed significantly to DILG Caraga’s GAD agenda by providing a child-friendly, gender-fair, and violence-free learning environment. The integration of physical empowerment and digital literacy showcased a holistic approach to child protection, reinforcing the agency’s commitment to nurturing an inclusive, safe, and resilient future generation. This initiative now serves as a model GAD-aligned child empowerment program that can be replicated by other regions and LGUs.
Uplifting Lives, Honoring Legacies: DILG Caraga Reaches Out to Por Cristo’s Elderly Residents
In observance of Proclamation No. 470, s. 1994, declaring the first week of October as Elderly Filipino Week, DILG Caraga, under the leadership of Regional Director Maria Loisella E. Lucino, CESO IV, and Assistant Regional Director Donald A. Seronay, reaffirmed its commitment to the welfare of elderly citizens particularly those marginalized due to age, poverty, and abandonment. The DILG Caraga team chose to celebrate with the Por Cristo Foundation, Inc. in Buenavista, Agusan del Norte.
The primary objective was to show solidarity and provide essential support to the indigent elderly residents of Por Cristo Foundation, many of whom have been neglected or abandoned. The initiative aimed not only to meet immediate needs but also to affirm the dignity, worth, and rights of the elderly ensuring that no one is left behind, in line with GAD principles of inclusivity and equity.
On October 11, 2024, the DILG Caraga team, joined by Division Heads and selected personnel, visited the Por Cristo Foundation to donate eight (8) sacks of rice, canned goods, soap, and other essential food and hygiene items. The turnover ceremony was followed by a short program where elderly residents showcased their talents in singing and dancing—highlighting their continued vitality and value to the community. Gender-sensitivity was observed throughout the program, ensuring equal recognition and participation of both male and female residents in the activities and distribution.
The initiative not only brought joy and relief to the residents but also reinforced DILG Caraga’s commitment to uplifting the lives of vulnerable sectors through compassionate and inclusive governance. The activity served as a reminder that elderly citizens, regardless of gender or social status, continue to play a vital role in nation-building and in inspiring future generations. To commemorate National Crime Prevention Week (NCPW) pursuant to Presidential Proclamation No. 461, DILG Caraga, in partnership with PNP-PRO13 and other agencies, organized a two-activity focusing on gender-responsive crime prevention. The initiative recognized the need to address gender-based vulnerabilities, especially among women, children, and youth
The objective was to enhance awareness on gender-sensitive crime prevention strategies and promote stronger collaboration among government agencies, law enforcement, and youth leaders in building safer, inclusive communities.
On September 2, 2024, the kickoff activity included an orientation on Psychological First Aid (PFA) led by DOH Caraga, highlighting the importance of early mental health support for trauma survivors, especially women and children. On September 6, a symposium was held for class presidents of Agusan National High School featuring discussions on criminality, the Safe Spaces Act (RA 11313), cybercrime, and drug prevention. Gender-related concerns such as online harassment and the impact of crime on women were emphasized.
A total of 225 participants were engaged and empowered with gender-responsive knowledge in crime prevention. The activity strengthened inter-agency collaboration and promoted youth involvement, contributing to safer, more gender-sensitive communities. The total expense amounted to Php 81,100.00
Empowering Communities Through Inclusive Environmental Action: A GAD-Responsive Initiative of DILG Caraga
In line with national directives on environmental sustainability and gender-responsive governance, the Department of the Interior and Local Government (DILG) Caraga, under the leadership of Regional Director Maria Loisella E. Lucino, CESO IV, joined the nationwide "Kalinisan sa Bagong Pilipinas" cleanup drive. Anchored on the principles of shared responsibility and inclusive participation, the initiative supported the administration’s broader thrust toward building resilient communities while promoting gender equality and social inclusion.
The regional activity aimed not only to improve environmental conditions but also to provide a platform for meaningful and equal participation among all community members— men, women, youth, elderly, and marginalized sectors. It sought to integrate Gender and Development (GAD) principles by ensuring that the planning and implementation of the cleanup drive addressed gender roles, promoted equal opportunities, and recognized the capacities and contributions of all genders in environmental protection and community development.
For CY 2024, Barangay Libertad in Butuan City was chosen as the regional hub for the synchronized cleanup, led by Punong Barangay Hon. Vincent Rizal C. Rosario. DILG Caraga, represented by Assistant Regional Director Donald A. Seronay and regional/city officials, collaborated with local government units and a diverse array of volunteers. Special attention was given to creating a safe and supportive environment that encouraged the active involvement of women, youth, senior citizens, and other community members who are often underrepresented in civic activities. By recognizing and valuing the unique contributions of all participants, the activity became a model of inclusive environmental governance.
The initiative led to immediate improvements in sanitation and public safety in Barangay Libertad while also strengthening gender equity at the community level. Women played visible leadership and labor roles, youth groups contributed with energy and creativity, and elderly citizens were engaged in advisory and supportive capacities. The effort demonstrated how GAD principles can be effectively mainstreamed into environmental programs, resulting in not only cleaner communities but also more empowered and cohesive local populations. The event solidified DILG Caraga’s commitment to gender-responsive governance and showcased an effective model for integrating GAD into public service delivery.
Bridging Aspirations Through Inclusive Capacity Building: DILG Caraga’s Gender-Responsive CSC Review Program
DILG Caraga Initiated CSC Review to Its Service of Contract Personnel
In recognition of the importance of career advancement and professional growth among its workforce, the Department of the Interior and Local Government (DILG) Caraga took proactive steps to support Contract of Service personnel preparing for the Civil Service Commission (CSC) examinations. With a strong commitment to human resource development and the principles of Gender and Development (GAD), the initiative aimed to ensure equal access to learning opportunities for all personnel regardless of gender, age, or employment status. This effort was aligned with the agency’s broader goal of promoting an inclusive, gender-responsive, and empowered workforce.
The primary task was to implement a comprehensive and gender-sensitive Civil Service Review program tailored for DILG Caraga’s COS employees. The review aimed not only to improve examination readiness and increase the passing rate of participants, but also to provide a safe, equitable learning environment that acknowledged and addressed the diverse needs of both male and female participants, particularly those juggling multiple roles in the home and workplace.
From August 5 to 9, 2024, DILG Caraga rolled out a five-day CSC Review Program focusing on the core components of the civil service exam: verbal, numerical, and analytical ability, as well as general information. Facilitated by experienced internal resource persons with backgrounds in education and training, the sessions were designed to be interactive, participatory, and accessible. GAD principles were integrated throughout the program design and delivery such as considering varied learning styles, encouraging equal speaking time, and fostering an environment free from bias or discrimination. Break times and schedules were also sensitively planned to accommodate employees who had caregiving responsibilities, especially women.
The initiative was met with strong support and high satisfaction from participants, who reported increased preparedness and confidence in taking the CSC examination. Many expressed appreciation for the inclusive approach, which validated their personal and professional challenges while supporting their aspirations for career stability. More broadly, the program demonstrated DILG Caraga’s active role in mainstreaming GAD in workforce development. It strengthened the region’s institutional capacity to deliver gender-equitable programs and set a replicable model for other agencies aiming to balance competence-building with gender inclusivity.
