CAL-PEP was founded on the frontlines providing street-based outreach to the most underserved and overlooked communities across Alameda and San Francisco Counties. With over 40 years of grassroots experience, our work has always centered on meeting people where they are literally and figuratively.
Our outreach teams connect directly with individuals in the streets, encampments, and neighborhoods, as well as at strategically located community events such as health fairs, block parties, and pop-ups. This hands-on, adaptable approach ensures we remain responsive to the shifting needs of our community.
Whether it’s offering health education, harm reduction supplies, testing, or linkage to care, CAL-PEP is committed to reaching those most in need—with respect, compassion, and cultural humility.

CAL-PEP provides navigation and linkage services to support individuals from marginalized communities, including people living with HIV, those who are unhoused, and others facing systemic barriers to care.

CAL-PEP offers free, confidential rapid testing for HIV and Hepatitis C, available both in-house at our Oakland location and through our mobile outreach services across Alameda County.

Empowering African American Men Through Connection and Care
Project S.W.A.G. is a community-driven initiative funded by ViiV Healthcare, designed to support the health, wellness, and empowerment of African American men. This supportive space fosters connection, healing, and access to vital resources—centering the voices and experiences of Black men in every aspect of care.
Through Project S.W.A.G., CAL-PEP offers:
Weekly peer support groups that build trust, resilience, and community/Incentivized wellness workshops / Free HIV and Hepatitis C testing / Linkage to PrEP and PEP services / Mental health support and case management
Join us every Tuesday from 3:00 PM to 7:00 PM at CAL-PEP (2811 Adeline Street, Oakland, CA 94608) for a welcoming, affirming space to connect and grow.
BASS is a SAMHSA-funded program designed to support the health and wellness of men and women of color. Rooted in trauma-informed care, BASS offers a confidential and affirming environment where participants can access vital services and build lasting connections.
Our services include:
A safe, inclusive, and nonjudgmental space / Free meals / Structured “Seeking Safety” sessions focused on trauma and substance use / Free HIV and Hepatitis C testing / Substance Use Disorder (SUD) counseling / Individual goal planning and case management / On-site wellness support, including emotional regulation tools and stress relief strategies / A welcoming community focused on personal empowerment
In-Person Weekly Groups at CAL-PEP:
Wednesdays (3:00–7:00 PM): Men’s Group for MSM (men who have sex with men)
Thursdays (3:00–7:00 PM): Women’s Group for all women (cisgender and transgender)
Empowering Black Women Through HIV Prevention
CAL-PEP’s Risk to Reasons program is funded by ViiV Healthcare as part of a national initiative to reframe HIV prevention for Black women—both cisgender and transgender. Instead of focusing on "risk," this program centers on the reasons women take control of their health: joy, pleasure, relationships, safety, and personal empowerment.
Through this initiative, CAL-PEP provides:
Culturally responsive outreach and education
Interactive tools and activity books that support self-reflection and affirm sexual health
Workshops and provider trainings to create safer, more inclusive healthcare conversations
Community connection and support to reduce stigma and increase engagement in care
Risk to Reasons is about shifting the conversation from fear-based messaging to one rooted in self-worth, autonomy, and the power of choice.
What’s T.E.A.? is a community empowerment program for transgender people of color, ages 14–34. In partnership with San Francisco Community Health Center, CAL-PEP hosts weekly support groups every Monday and every 3rd Saturday from 3:00 PM to 7:00 PM.

CAL-PEP offers free medical transportation for individuals living with HIV/AIDS (PLWHA) throughout Alameda County. We provide safe, reliable, and compassionate rides to:
