Community Borrowers

Use of Libraries by Members. The following members of the BulSU may use the library resources subject to the rules and regulations governing their use:

• Currently enrolled undergraduate, graduate, and law students of BulSU and satellite campuses (Sarmiento, Meneses, Hagonoy, Bustos and San Rafael)

• Graduate students with on-going master's theses/dissertations

• Currently employed faculty members, and personnel (permanent, part-timer/EBJO/EBCS) of BulSU and satellite campuses

• BulSU Administrators and Officials

Use of Libraries by Non-members. The following non-members of the University may use the library resources within library premises subject to the rules and regulations governing their use:

• Visiting researchers from other schools/institutions with referral letters from their Librarian or School Official

• Alumni, former faculty members, and students honorably discharge from the University

• Schools with consortium with the Graduate School

Guidelines for Visiting Researchers

Requirements:

• Valid Identification Card issued by the school/company

• Official referral letter signed by the Chief Librarian, or authorized official

• Research fee

Procedures:

• Proceed to the Unit Library you wish to conduct your research and present the referral letter and valid ID to the librarian or library staff at the circulation desk and ask for a barrowers form

• Pay for the research fee of Php 50.00/person to the cashier and present the receipt to the unit library you wish to conduct your research and register at the log book.

Restrictions:

• No visiting users shall be accommodated from the first day of the final examination until the last day of the term.

• Undergraduate students and visiting researchers are not allowed to use the Graduate School Library during Saturdays as this is exclusive only to BulSU graduate students due to limited resources.

• The visiting researcher's fee is valid only for the day of the visit.

• Undergraduate students and visiting researchers are not allowed to photocopy thesis and dissertations.

• Grade School pupils from other schools are not allowed to use the BulSU Libraries.

• Only five persons per institutions shall be allowed to use BulSU unit Libraries.

• The Head of the Library reserves the right to cancel requests when deemed necessary.

Borrowing Privileges

Room Use

A maximum of 5 library materials from the Reserve Section and Thesis Section, Reference Section, General Circulation Section, and Periodical Section may be borrowed by a student for room use only.

Photocopy

A maximum of 3 library materials from the Reserve Section, Reference Section, General Circulation Section, and Periodical Section may be borrowed by a student for photocopy (for a maximum of 30 minutes). A library fine of Php. 2.00 /book per hour in excess of the 30 minutes allotted time for photocopying would be imposed.

Overnight Use

A maximum of 2 books from the General Circulation Section may be borrowed for overnight use and these must be returned to the library the following school day. Failure to return the borrowed book(s) on the due date shall be fined of Php. 10.00 per day.

Books

1. Circulation books may be borrowed and taken out of the Library for a period of time set in the library system. They are on open shelves where one is free to browse and make his/her selection.

   • Locating a Circulation Book
     One of the first steps to locate a book is to know its call number, which one can get from the Online Public Access Catalog (OPAC). Once one has noted the call number, he/she may go to the shelves and get the book. If he/she cannot locate it, inquire at the circulation loan desk-the book may be out on loan, for binding or repair, or in the stacks awaiting re-shelving. Books with 'In-Process' status should be checked with the Technical Section staff. If one has have no particular title in mind, he/she may go directly to the shelves and browse through the books on a particular subject. There is no need for him/her to re-shelve circulation books used. Just leave the books on the tables provided for in the reading areas and the Library staff will gladly do the shelving of the books.

2. Books in the Reserve Section either foreign or Filipiniana are for room use only but may be allowed for photocopy subject to approved library policy.

3. Fiction Books may be borrowed for a week and may be renewed twice, provided there is no prior reservation request made by another library user.

4. Reference Books are for room use or photocopy use only.

5. Filipiniana Books it is on open shelves. The rules and procedures on locating, borrowing, and returning Filipiniana books are the same as those that apply to Circulation books.

Periodicals

Periodicals are for room use or photocopy only. Maximum of 3 titles at a time.

Cartographic Materials

Cartographic materials are for room use but may be borrowed for classroom use by presenting a letter of request at least one day before its date of use.

Research

Research materials are for room use only.

Audio Visual Materials

Audio- visual materials are for room use but may be borrowed for classroom use by presenting a letter of request at least one day before its date of use.

Computer Use and Web Services

1. Internet Access
   The BulSU libraries believe that the Internet is a useful and powerful information library user resource. Library Internet workstations are provided to the public for research purposes during normal library hours. A person requesting the use of a library computer must agree to abide by the computer and Internet use policy.

2. Computer and Internet Use Policy

   • General
     Library computers are to be used primarily for college-related research by BulSU College students, faculty and staff. Community users (i.e. BulSU Alumni; External Campuses researcher) must present their I.D. at the circulation desk and log in. Guest access may be issued to other users at the discretion of library staff. Priority is given to course-related use, and users may be asked to yield to others with academic needs. In order to ensure access to library resources such as the BulSU Library Catalog or Online Library Databases, some library computers may be reserved for designated purposes.
     The computing resources BulSU libraries, including hardware, software, and the network environment may be used for lawful purposes only. Violation such as any regarding pornography, copyright, theft, vandalism, violation of personal privacy, and unauthorized access to computing resources, may subject one to possible criminal prosecution. The use of these resources for commercial activity is prohibited.
     All users agree to refrain from conduct that produces an intimidating, hostile or offensive work or study environment. All users agree to comply with policies of the BulSU Board of Trustees regarding sexual, racial, and other forms of harassment, as well as standards of conduct for BulSU students, staff and faculty as specified in the BulSU Student Handbook and, for faculty and employees, by the BulSU Board of Trustees Policies. These policies also pertain to computer use by community members. Violation of BulSU Board policies may result in College disciplinary action.
     All users agree to comply with BulSU's Authorized Use of Campus Intranet and Computing Policy.

   • Policy

     • Students, faculty, and staff are given priority on the use of the Internet facility at the library. Users are required to register at the counter.

     • Students officially enrolled during the current term shall have an Internet access time of one (1) hour per day, free of charge, on a first come, first served basis.

     • The section can only be used for course work and related research. No recreational use of computers shall be permitted. These include chatting and SMS messaging. Anyone violating this shall be subjected to disciplinary action.

     • Internet services may not be used for the purpose of transmitting or storing of materials that are, libelous or defamatory. Attempts to obtain unauthorized access to alteration of either local or remote computer systems or networks are strictly prohibited. This means no one is allowed to download any software into the system (Hotmail, Yahoo, and other installations). Anyone violating this shall be subjected to disciplinary action.

     • If a user is late more than 15 minutes for a reserved time, his/her privilege shall be forfeited for that time.

     • All users must sign up on the Internet sign-up sheet, noting the time of usage and workstation number.

     • The use of diskette, CD-R/CD-RW and USB to download or save files is prohibited.

     • Any member of the Library staff reserves the right to limit the number of users per available computer at a time.

     • Basic assistance from the Library staff may be provided upon request.

3. Wireless Access
   Wifi Acess may be used upon request from the Librarian.

4. Remote Computer Access
   Remote access to the Library subscription databases shall be made available to current students, faculty, and staff who have an active BulSU network login account.

5. Before Using the Computers these are things users need to know:

   • Approach the assigned staff on the cyber section if you are going to use the library computers.

   • Fill-out the Log book to be given by the staff.

   • A minimum of 30 minutes is the allowable time for the use of desktop computers.

   • A maximum of one hour per session and may be renewed if no other users are going to use the computers.

   • A USB is not allowed for the protection of the computers against virus.

6. Database Access
   Electronic journals and online database are accessed via the Integrated Library System of BulSU (http://122.53.142.2:8001) website. Access to other electronic resources like STARBOOKS, INFOTRAC, EMERALD INSIGHTS, SCIENCE DIRECT, PHILIPPINE E-JORNALS, SPRINGERLINK, and PROQUEST are via IP addresses authentication and is therefore limited to users accessing from within any Constituent Units of the University using computers connected to its network.
