Dr. Karwan Rasul Abdalla BOLI serves as the Head of the Business Administration Department and Director of Administration and Registration at Bright Technical and Vocational Institute. He holds a PhD in Strategic Management from the University of Guilan, Iran (2020–2024), a Master’s Degree in Business Management from Bingöl University, Turkey (2016–2018), and a Bachelor’s Degree in Business Management from the College of Management and Economics, Salahaddin University, Erbil, Iraq (2008–2012). 

Dr. Karwan has extensive professional experience in both academia and business. At Bright Technical and Vocational Institute (2023–present), he leads the Business Administration Department, manages administration and registration processes, lectures in Business Administration, and teaches courses such as Entrepreneurship and Strategic Management. Previously, he served as a lecturer at Kurdistan Technical Institute (2018–2022), teaching Fundamentals of Management, Strategic Management, and Risk Management, and worked as a Sales Manager at Dahaty Sarmya Company (2014–2016).

He has completed numerous certifications and training programs, including Project Management (Top Target Academy, 2023), Etiquette and Protocol (Canadian Business Academy, 2023), the Academic Leadership for Sustainable Development Program (EASD) at Atmiya University, India (2022), Risk Management (Canadian Business Academy, 2022), and training in the Bologna Process and European Higher Education standards (Knowledge University, 2021),
