The Department of Agriculture (DA), through the Bureau of Soils and Water Management (BSWM), has been implementing Cloud Seeding Operations (CSOps) since 1987, as mandated under Executive Order (EO) 116. This initiative aims to mitigate the adverse effects of prolonged droughts on agricultural production, particularly for rice and corn. The issuance of EO 338 and the Rationalization Plan (RP) of BSWM in October 2013, under EO 366, further solidified the Bureau's role in rain stimulation projects for agricultural areas and watersheds.
In recent years, the demand for CSOps has increased, reflecting a growing need to address not only agricultural challenges but also water resource concerns in major watersheds, particularly those generating hydroelectric power. This is especially critical during El Niño events and extended drought periods. Consequently, the scope of CSOps has expanded, with clientele including both agricultural stakeholders and energy producers.
To enhance efficiency, safety, and innovation, it is essential to review and upgrade the methodologies and technologies in precipitation enhancement.
