This Second Edition of the SEMLUR Handbook was developed through the project “Strengthening and Mainstreaming the Evaluation Mechanism on Land Use Reclassification (SEMLUR)” of the Bureau of Soils and Water Management (BSWM). It presents an enhanced and more refined set of national protocols and guidelines for the evaluation of applications for Land Use Reclassification, in accordance with relevant Department of Agriculture Administrative Orders and other legal issuances.
Building on prior developments, this edition strengthens the standardization and consistency of evaluation procedures by incorporating updated legal bases, clarified operational workflows, and improved guidance for implementing units. It further supports the effective nationwide cascading of these guidelines to ensure uniform interpretation and application across all concerned offices.
As part of the project’s commitment to continuous improvement, this handbook serves as a comprehensive reference for evaluators, detailing the legal framework and procedural requirements involved in the assessment process prior to the issuance of certifications.
