The mission of Brotherhood for the Fallen-Arkansas is for our members to attend the funerals of our fallen brothers and sisters, and to provide immediate financial assistance to the their family
Below are just a few examples of why we carry out our mission.
Police Officer Chris Oberheim
Police Officer Chris Oberheim was shot and killed at about 3:20 am while responding to a domestic disturbance call at an apartment complex in the 3200 block of North Neil Street.
He and another officer had arrived at the location and were walking from their patrol cars when they encountered a male subject involved in the disturbance. The man opened fire on both officers, fatally wounding Officer Oberheim. The second officer was also wounded but was able to return fire and killed the subject.
Officer Oberheim had served with the Champaign Police Department for 13 years and had previously served with the Decatur Police Department for seven years. He is survived by his wife and four children.
Police Officer Ella Grace French
Police Officer Ella French was shot and killed while she and her partner conducted a traffic stop of a vehicle containing three subjects near the intersection of West 63rd Street and South Bell Avenue.
During the traffic stop, one of the subjects opened fire, striking Officer French and her partner. Despite their wounds, the officers were able to return fire and wounded one of the subjects. Both officers were taken to the University of Chicago Medical Center where Officer French was pronounced dead. Her partner was admitted in critical condition.
All three subjects in the vehicle fled the scene. Two of the subjects were arrested shortly after the incident, and a third subject was taken into custody the following day.
Officer French had served with the Chicago Police Department for almost 3-1/2 years and was assigned to the Community Safety Team. She is survived by her mother and brother.
Sergeant Joshua Blake Bartlett
Sergeant Josh Bartlett was shot and killed during a barricade at a home in the 1100 block of 10th Street in Levelland.
Earlier in the morning, the subject had been stopped by a Texas Highway Patrol trooper for reckless driving and attempted to bait the officer into a confrontation. The subject returned home after the encounter and began walking around the neighborhood with a firearm at about 1:15 pm. When officers with the Levelland Police Department arrived, the man opened fire on him and then barricaded himself inside. The regional SWAT team was requested as the man randomly fired shots from the home.
Sergeant Bartlett and three other members of the SWAT team were shot as they engaged the subject. Sergeant Bartlett was transported to Covenant Medical Center in Levelland where he succumbed to his wounds. Several other team members were wounded, one critically.
The subject was taken into custody at about 11:30 pm.
Sergeant Bartlett was a U. S. Army veteran. He is survived by his wife, four sons, parents and a brother.
Police Officer William Earl Collins, Jr.
Police Officer Billy Collins was shot and killed while responding to a domestic disturbance call on Green Tree Street at about 6:00 pm.
A subject in the home opened fire on him and two deputies from the Webster Parish Sheriff’s Office as they arrived on the scene. Officer Collins was struck in the head by one of the rounds. He was flown to Ochsner LSU Health where he succumbed to his wound about two hours later.
The subject barricaded himself inside his home after the initial shooting. He was taken into custody at about 11:00 pm. The subject died on July 17, 2021, from wounds sustained during the incident.
Officer Collins served as a part-time police officer with the Doyline Police Department for 13 years. He served as a full-time correctional supervisor with the Webster Parish Sheriff’s Office.
Police Officer Kevin Apple
Police Officer Kevin Apple was struck and killed by a vehicle in the parking lot of a gas station at the intersection of Slack Street and N Curtis Avenue.
The vehicle had fled from officers in Rogers, Arkansas, earlier after they attempted to stop it for a property-related crime. Officer Apple and another officer spotted the vehicle parked in the gas station parking lot and attempted to contact the driver. The driver accelerated and struck a police car before fatally striking Officer Apple.
Officers pursued the vehicle into Bella Vista where she and another occupant were arrested.
Officer Apple had served with the Pea Ridge Police Department for three years and had previously served with the Lowell Police Department and Farmington Police Department.
