This site is managed by authorized users of the front entrance initiative subcommittee which reports to the roads committee.
The changes on US 17 for the new Hampstead Bypass are impacting the Belvedere Plantation front entrance.
The subcommittee currently consists of Christian Klinefelter (VP), Dave Hughes (Roads Committee Chair) and Nathan Harper (Volunteer with easements negotiation expertise). Others are welcome to join the committee.
The purpose of the committee is to coordinate the mandatory changes to the entrance which currently requires the relocation of the flag pole and lighting. Other known issues are that the BPOA does not own the right-of-way but does have a legal agreement to maintain the entrance sign, flag pole, and lighting.
The front entrance has multiple steps involved in the relocation of the flagpole and associated lighting. The flag pole will be removed, the NC DOT crew will do some adjustments, the flag pole will be reinstalled at its new location then the electric will be changed to light the flags at the new location. After these steps are completed, the team will place the flags on the flagpole.
Step 1. Flagpole removal - completed
Step 2. NC DOT approval of relocation - completed.
Step 3. Flagpole installed in new location - completed.
In addition to reinstallation, the vendor was asked to replace the hardware and ropes for the flags. This was completed as part of reinstallation.
Step 4. Electric will be moved to highlight the flags - pending.
Step 5. Flags will be raised.

Good to meet with you last week concerning the flagpole for Belvedere Plantation. It will likely be 6 months or more before the project construction affects the area where the flagpole and lights are located.
The flagpole is currently located within the NCDOT right of way, which is why it was noted on our project plan to be removed. The HOA or “others” may have placed the flagpole, lights, and sign there. Under certain circumstances NCDOT ROW allows for these items to remain until it is time for them to removed. As such, there was no settlement for removal of the flag pole. This is why I am coordinating with you to relocate the flag pole and/or for it to be retained by the HOA.
