Family Resource and Youth Service Centers (FRYSCs) are designed to identify, coordinate, and make effective use of existing school and community resources to increase student achievement across non-academic barriers.
FRYSC centers are designed to meet the social, health, and services needs of academically at-risk children and their families.
To minimize these and other barriers to academic success, FRYSCs develop school, family, and community partnerships that support and promote student achievement goals.

The Kentucky Family Resource and Youth Services Center (FRYSC) program was established in 1990 through the Kentucky Education Reform Act (KERA). This initiative came in response to a Kentucky Supreme Court ruling that declared the state’s education system inequitable.
FRYSCs were created to remove non-cognitive barriers to academic success by providing vital services, referrals, and programs for students and families. Their mission is to foster early learning, academic achievement, student well-being, and smooth transitions into adulthood.
The program leverages strong community partnerships and is jointly administered by the Kentucky Department of Education and the Cabinet for Health and Family Services, with continued advocacy from the FRYSC Coalition of Kentucky.
Today, more than 850 centers serve children, youth, and families across approximately 1,200 schools in Kentucky.
