Composed of representatives from agriculture, aquatic, and forestry sectors which includes the National Economic Development Authority V (NEDA V), Department of Science and Technology (DOST V), Department of Agriculture V (DA-RFO V), Bureau of Fisheries and Aquatic Resources V (BFAR V) and the selected representative of State Universities & Colleges (SUCs)/Higher Education Institutions (HEIs), Chairman, Vice-Chairman of RRDCC. The Regional Research and Development Coordinating Council is the governing and policy making body of the Consortium with the goal to promote science and technology applications for agriculture, aquatic, forestry and natural resources through the DOST-PCAARRD banner programs. The RRDCC members elect from among themselves the Chairperson and the Vice Chairperson who may serve for a period of three years from a maximum of two terms. The Vice Chairperson may succeed the Chairperson after one term. Both the Chairperson and the Vice Chairperson are elected by the majority of those present during the RRDCC meetings. Any member may fortuitous event be elected or designated to any position in exigency of the service for the consortium. PROGRAM LEADER/CONSORTIUM DIRECTOR
The Consortium Director post is a special detail designation from the host institution and is selected from personnel occupying a Level III position under the Civil Service Commission qualification standards. A Deputy Consortium Director may be detailed by the Consortium Director. If a fulltime Deputy Consortium Director is appointed, remuneration will be on the account of the host institution or the consortium. PROJECT STAFF LEVEL 2/CLUSTER COORDINATORS
The Consortium creates, as part of the secretariat, individual clusters to handle the Regional R&D, Technology Transfer, Science Communication, and ICT plans and programs of the RCP/consortium. Each cluster is supervised by a Coordinator who shall be recommended by the RRDCC to host the institution. The host institution shall designate personnel from the agency on special detail or personnel from other CMI as an adjunct coordinator. The coordinators must have the necessary qualifications and background to efficiently and effectively implement the plans and programs of the consortium. The consortium may create other clusters or groups as it may deem necessary subject to availability of resources on the account of the consortium.
