A school that operates a categorical program funded through the consolidated application (ConApp) shall establish a school site council (SSC) if such program requires a School Plan for Student Achievement (SPSA) (California Education Code [EC] Section 65000[b]).
The SSC shall develop the content of the SPSA (EC Section 64001[g][1]). The SPSA shall be reviewed annually and updated, including proposed expenditure of funds allocated to the school through the ConApp and the local control and accountability plan (LCAP), if any, by the SSC (EC Section 64001[i]).
The SPSAs shall be reviewed and approved by the governing board or body of the local educational agency (LEA) at a regularly scheduled meeting whenever there are material changes that affect the academic programs for pupils covered by programs identified in this part (EC Section 64001[i]). If a SPSA is not approved by the governing board or body of the LEA, specific reasons for that action shall be communicated to the SSC (EC Section 64001[i]).
Una escuela que opera un programa categórico financiado a través de la aplicación consolidada (ConApp) deberá establecer un consejo escolar (SSC) si dicho programa requiere un Plan Escolar para el Rendimiento Estudiantil (SPSA) (Código de Educación de California [EC] Sección 65000 [b]) .
El SSC desarrollará el contenido del SPSA (EC Sección 64001 [g] [1]). El SPSA se revisará y actualizará anualmente, incluido el gasto propuesto de fondos asignados a la escuela a través de ConApp y el plan de control y responsabilidad local (LCAP), si lo hubiera, por el SSC (EC Sección 64001 [i]).

All meetings of the council and committees established by the council, shall be open to the public. Notice of such meetings shall be provided in accordance with Section C of this article. Public may address the council during Open Forum (Ed. Code 54954.3[b]).
The public may address the council during Open Forum for a maximum of 6 minutes per subject and a maximum of two minutes per speaker.
The time length of Open Forum will be no more than ten minutes as determined by the council.
The time considered for each topic in Open Forum will be limited to 6 minutes
