ABOUT THE LIBRARY
The Library is open to the general public – students, professionals, out of school youth, children, senior citizens, officials and employees of the different offices and others who may wish to come to access the information resources for research or spend a wholesome use of leisure time. Service will not be denied or abridged because of religious, racial, social, economic, or political status; or because of mental, emotional, or physical condition; age; or sexual orientation.
The use of the library may be denied for due cause. Such cause may be failure to return library materials, destruction of library property, disturbance of other patrons, or any other illegal, disruptive, or objectionable conduct on library premises.

Rules and Regulations
Use of Library Resources
Use of the library resources shall be based on the following criteria:
Courtesy and respect shall be observed at all times. Any user must comply with all rules and regulations in the use of the library
All users are required to sign the log/attendance for statistical reports
The Borrowers card and Library ID is not transferable; misrepresentation and showing someone else’s borrowers card is an offense. Clients caught doing such act may be deprived of their library privileges; the library ID and borrowers card will be confiscated for a period of one week, for first offense; one month for seconds offense; and one semester for the third offense
The Library ID and Borrowers card is valid for 1 year
Loss of borrowers’ card can be replaced up to 3rd time only. On a third time, the clients are required to submit a duly notarized Affidavit of Loss, and a payment of PHP 50.00 for every replaced borrowers card
Collections
1. The clients are expected to handle library materials with care, they are intended to service a great number of users
2. Books from the circulation section may borrow a maximum of three (3) books for maximum of five (5) days and may be renewed once
3. Reference collections are for room use only
4. All materials borrowed must be returned on due time
5. Reference and special collections shall be photocopied inside the library only.
Computer and internet
6. A client is requested to log in properly before being allowed to use the computer by the personnel in-charge
7. A client has to wait for a computer to become available. Observe the first come, first served policy
8. Visiting sites for online gaming, betting, and pornography is highly prohibited;
9. A client must keep their workstation clean
10. Non-users or bystanders are not allowed inside
11. Chewing of gum and eating/drinking inside the computer area are not allowed;
12. Savings/copying of files and inserting of CD’s, Flash drives and other storage devices must be upon the approval of the center personnel
13. User may not tamper with any equipment inside the facility especially the computer units, cables, and sockets. In case of hardware/software problems, ask assistance from the staff on duty
14. Downloading, installing and running of the inappropriate materials and software other than those already installed on the computer stations are prohibited.
15. Internet and WiFi use are free
Printing and Photocopying
To facilitate information gathering by users, photocopying service shall be provided in the library.
Rules and regulations on the use of information resources for shall be as follows:
1. After photocopying or printing, a client is required to fill-out photocopying and printing form available at the library counter
2. Clients is allowed to photocopy materials according to the limitations stated in the fair use (that only portions of a copyrighted work that will be used for educational purposes only.)
3. Photocopying and printing shall be free for a maximum of 5 sheets only
4. Clients is allowed to bring bond paper for a maximum of 10 sheets only for free printing and photocopying
Use of Special Collections and Archival
1. Special collections are for room use only
2. Special collections practice the open shelf system wherein the clients can go directly to the bookshelves and look for their needed books. In case of unavailability of books in the shelves, users can ask the Reference Librarian for assistance
3. The use of the special collection such as; BARMM information resources, Gender and Development and Islamic books are for room use only
4. The use of archival materials shall be subject to any restrictions that may have been imposed on particular records by the originating office of the Bangsamoro Government Offices or the donor as stipulated in the deed of donation
Handling Fines and Lost Books
1. Materials returned late are subject to overdue fines with Php 10.00/day
2. Borrowers with overdue books or with standing obligation to the library will not be allowed to borrow unless all library accounts are settled
3. A lost library material must be reported immediately
4. The lost library materials should either be paid for or replaced within 15 days but not later than 30 days after date of report of loss.
5. Payments of overdue fines should be made directly to the cashier division
6. A person who fails to return a general reference book and other restricted materials borrowed for photocopying purposes shall pay a fine of Php20.00, on the second offense the person shall have his library privileges suspended for one week.
Loss of Borrower’s Card and ID
1. Loss of borrowers’ card can be replaced up to third time only. On a fourth time, the clients are required to submit a duly notarized Affidavit of Loss, and a payment of PHP 50.00 for every replaced borrowers card
2. Loss of library ID can be replaced up to second time only. On a third time, the clients are required to submit a duly notarized Affidavit of Loss, and a payment of PHP 100.00 for every replaced Library ID
3. Payments of lost borrowers’ card and library ID should be made directly to the cashier division
Mutilating or Stealing Library Properties
1. No library materials (“Materials”) may be taken fro m the library unless those Materials have been properly checked out or other authorization for removal been given. Taking Materials without authorization will be considered and treated as theft.
2. Any person who shall deface, mutilate, appropriate for himself, or steal any library material or property shall replace it or pay its current replacement value and pay a fine of not less than three hundred pesos (Php200.00) but not more than fifty percent (50%) of the current cost of the book whichever is higher.
