The CSHP was initiated by the Atlanta City Council in February of 2023. Councilmembers Amir Farokhi, Julian Bond, Matt Westmoreland, Keisha Sean Waites, Jason Winston, Byron D. Amos, Jason Dozier, Liliana Bakhtiari, Alex Wan, Howard Shook, Mary Norwood, Dustin Hillis, Andrea L. Boone, Marci Collier Overstreet and Antonio Lewis as substituted by public safety and legal administration committee authorized the City of Atlanta to donate American Rescue Plan Act funds to the Atlanta Police Foundation, to support the program. The funds will be used to provide rental housing subsidies for sworn police, fire and corrections personnel, so to support the hiring and retention of these critical first responders. The program was renewed in 2024 and open enrollment will begin on September 1st.
