Engr. Carmelo S. Llanto is a tenured Professor and a seasoned academic leader. He served as the Dean of the College of Engineering and Information Sciences (CIES) for nearly a decade. Prior to this, he held the position of Director for Research, Development, and Extension Services for six years. On August 1, 2021, he was appointed as the Vice President for Administration, Finance, and Planning, a role he fulfilled until December 31, 2021. Beginning January 1, 2022, he assumed his current post as the Vice President for Academic Affairs and Quality Assurance.

OVPAAQA Functions

The Academic Affairs Coordinator shall undertake the following functions:
Oversee instructional delivery for undergraduate and graduate academic programs
Facilitate curriculum development, revision, and implementation
Coordinate with the registrar and admissions office on academic processes
Review academic policies and handle CABSO-related matters
Prepare and issue academic memos, endorsements, and program reports
Facilitate accreditation activities and program compliance
Support faculty documentation and transactions under HRMPSB processes
Student Services and Support Coordinator │University Conversion Focal Person
The Student Services and Support Coordinator shall undertake the following functions:
Oversee student support programs under the Office of Student Affairs and Services (OSAS), excluding admissions
Manage the implementation of the National Service Training Program (NSTP)
Supervise operations of the Learning Resource Center (LRC), Career and Alumni Services
Coordinate Continuing Professional Development (CPD) programs
Facilitate Faculty and Staff Development initiatives (FSDC)
Lead the preparation of brochures, presentations, and official social media content
Draft and process official communications and program reports
Serve as the Focal Person for University Conversion-Related Transactions
Administrative and Quality Assurance Assistant │Accreditation Staff
The Administrative and Quality Assurance Assistant shall undertake the following functions:
Prepare and manage budget requirements for office operations and academic units
Coordinate with HRMO on faculty payroll processing and DTR submissions
Consolidate and submit IPCR, OPCR, and DPCR performance reports
Receive, track, and route documents using the Document Management System (DMS)
Support Quality Assurance Mechanisms (QAM) and manage ISO-related incoming/outgoing documents
Assist in the coordination and documentation for SUC Leveling activities
Administrative and Quality Assurance Assistant │Accreditation Staff
