Missouri State ID Access Coalition
Mission
The Missouri State ID Access Coalition recognizes the necessity of a Missouri State ID card for essential resources and services that all people deserve. Thus, we are a group of stakeholders committed to eliminating barriers to official state identification faced by Missouri residents experiencing poverty and homelessness.
Coalition Efforts
Several efforts are underway and new efforts develop organically responding to community needs. These include:
Certification of Homeless Status and Residency
After months (years?) of sustained advocacy, we were successful in encouraging the MO Department of Revenue to create and offer a "Certification of Homeless Status and Residency" form, which facilitates access to a state photo ID for people experiencing homelessness (who otherwise were unable to prove Missouri residency).
Meets the "proof of residency" burden for non-real, non-driver, Missouri IDs
“Homeless Services Agencies” can use this form to verify an individual's status as unhoused (as defined by 42U.S.C. Section 11302 ) or an unaccompanied youth (as defined by 42 U.S.C Section 11434a(6)
Agencies must permit the individual to receive their State ID to the agency's address
Advocating for access to state identification for people leaving incarceration
Engaging the Department of Corrections to ensure people leaving incarceration have valid IDs upon departure
Exploring legislative solutions to ensure ID access as a key tool of successful re-entry
