Accept Permissions in Step 2 and "Allow Access" to your ARPS Google Account.
And answer the questions in Step 3 (are you a teacher/student, etc.)

YouTube provides almost real-time closed captioning where Google drive does not. You can add closed captioning to a video in Google Drive but you have to provide the text (i.e. type it yourself).
