PROGRAM FOR LIMITED ENGLISH PROFICIENT STUDENTS - GUIDELINES
Identification
1. Administer the Home Language Survey and review the results.
2. Conduct a Classroom Survey. (Teacher identification}
3. Conduct an interview with the parent(s) or guardian(s) in the primary/home language, if possible.
4. Review previous school records.
5. Assess bilingual students for L.E.P.
6. File identification results.
Assessment of English Language Proficiency
1. Interviews will be done with appropriate teachers of L.E.P. students.
2. Previous records will be reviewed.
3. In grades K-12, the students' speaking, listening, reading and writing abilities will be assessed.
4. The students' level of functioning in order subject matters will be assessed.
5. Appropriate tests provided by the Department of Education may be given to those students identified as L.E.P.
6. The Language Assessment Committee will review the results.
7. File each student's documentation.
Placement in Special Language Program
1. Identified L.E.P . students will be placed in appropriate programs during regular school hours with exceptions on an individual basis.
2. Students will be placed in an E.S.L. development program with instructional content based on the individual needs of the student.
3. Students shall attend regular classes as appropriate.
4. Students shall receive in-class tutoring as appropriate.
5. The Language Assessment Committee shall review the appropriateness of the placement.
6. File each student's placement.
Reclassification/Exit Criteria
A multi-criteria assessment will be made when determining if an L.E.P. student should be reclassified; or when transferring a student to another instructional program. This will consist of the following:
A. Appropriate staff will evaluate the student's general language proficiency by observing the student's oral performance in both formal and informal settings .
B. An objective evaluation will be made of the student's mastery of E.S.L. skills. A criterion-based test will be administered to determine if the student has met the objectives.
C. An objective evaluation will also be made as to how the student is functioning in the four skill areas of listening, speaking, reading and writing. This evaluation will be made by the appropriate staff.
D. Parent/Guardian input will be requested if instructional modifications are to be made.
E. If a student is reclassified, instructional placement will be determined by appropriate staff.
F. A follow-up review will be made within two weeks to see if the student is functioning successfully in a regular classroom.
G. The reclassified student will be monitored for three (3) years.
H. The parent(s) or guardian(s) of the student will be notified of any new reclassification or instructional placement. Written notification should be in the primary language of parent(s) and will include information concerning their legal right to challenge the reclassification.
I. The reclassification will be reviewed by the language Assessment Committee.
J. The reclassification will be filed.
