You must be logged into the Carnegie Mellon network in order to make use of intranet resources such as the raptor data share. Tools requiring shared license management (e.g. MATLAB) fall under this category as well.
If you are off-campus, or even if you are on-campus but working wirelessly, you should use the Cisco AnyConnect VPN Client to connect to the network, which allows you to use the intranet resources even if you're not physically on-campus.
