FLOOD EMERGENCY QUICK GUIDE
IF FLOODING OCCURS ALONG TAFT AVENUE
REMEMBER: SAFETY FIRST. DO NOT ASK DELEGATES TO WALK THROUGH FLOODWATER
1. Monitor:
The Conference Secretariat and PWU Emergency Response Committee shall continuously monitor:
PAGASA weather and flood advisories
Metro Manila flood conditions
Manila City emergency advisories
Traffic and road conditions around Taft Avenue
Actual conditions at PWU gates and within the campus
Updates shall be obtained only from official or verified sources.
2. If flooding is developing:
Conference Secretariat
Inform the PWU Incident Commander.
Coordinate with Security and Facilities.
Inform delegates of possible delays or changes in arrangements.
Coordinate with hotels and transportation providers.
Prepare temporary shelter areas if necessary.
Security
Monitor Taft, Leon Guinto, and Julio Nakpil access points.
Control entry and exit as conditions require.
Prevent delegates from entering flooded areas.
Facilities/Maintenance Check drainage, pumps and vulnerable areas.
Protect electrical equipment and other essential facilities.
Prepare flood barriers and cleaning equipment.
Ushers
Assist delegates inside the campus.
Direct delegates to designated safe areas.
Report any emergency or special assistance needed to the Secretariat.
3. If Taft Avenue becomes difficult or unsafe to pass:
The Incident Commander, in coordination with the Conference Secretariat, shall assess whether to:
A. Continue the conference
if the campus and access remain reasonably safe;
B. Temporarily suspend activities
while delegates remain safely inside;
C. Adjust the program
by postponing non-essential activities;
D. Shift selected sessions online/hybrid
where practical; or
E. Suspend the affected conference activities
if continued operation would place participants at risk.
No conference activity should take precedence over the safety of delegates and PWU personnel.
4. If delegates are stranded at PWU:
Delegates should remain inside designated safe areas until conditions improve.
Possible temporary shelter areas:
Seminar Room – Nakpil Wing
School of Hospitality Management Mini-Hotel – Mezzanine Floor, Malvar Wing
Subject to safety assessment and availability, the Conference Secretariat shall arrange
Drinking water
Food
First aid
Emergency lighting
Basic sleeping arrangements, when necessary
Assistance for international delegates and guests requiring special attention
A record of delegates remaining on campus shall be maintained.
5. Communication
Only authorized persons shall issue official announcements.
Announcements may be made through:
Conference Group Chat | SMS | Email | PWU Official Channels | PA System
Every announcement should clearly state:
what is happening
what participants should do
where they should go whether the program will continue
when the next update will be given
Avoid forwarding unverified reports or information from unofficial sources.
6. Emergency decision-making:
PWU Incident Commander

Security • Facilities • Clinic • Ushers/Volunteers
The Incident Commander shall coordinate the University's emergency response.
The Conference Secretariat shall coordinate conference-related arrangements and communication with delegates and organizers.
7. After the flood:
Before affected areas are reopened:
Facilities shall inspect the premises.
Electrical systems exposed to water shall be checked by qualified personnel.
Flood-affected areas shall be cleaned and disinfected.
Conference equipment shall be inspected.
Access routes and conference venues shall be checked for safety.
The Incident Commander shall determine whether activities may resume.
IMPORTANT REMINDER
DO NOT:
Walk or allow delegates to walk through moving floodwater.
Enter areas where electrical equipment may have been exposed to water.
Open areas that have not yet been inspected.
Give delegates conflicting instructions.
Announce cancellation or changes without authorization.
DO:
Stay calm.
Keep delegates informed.
Follow the direction of the Incident Commander and Conference Secretariat.
Assist elderly persons, persons with disabilities, and those requiring special assistance.
Keep communication lines open.
Prioritize safety over the continuation of the program.
