ACPS Revenue is derived from four major sources: state funding programs, appropriations from the local government, locally generated revenues, and federal funding.
Each of these funding sources come with their own expectations, regulations, and directed purposes; however, they have one thing in common--they are to be used to best support our Amelia County students and community.
State funding is primarily communicated to school divisions through the public release of calculations templates, planning tools, and other documents.
These documents lay out both the total state funding by program and the local required state matches to that state funding.
Revenue trends have changed considerably in the past few years.
As state initiatives have greatly increased state funding for public instruction, gains in state funding have outpaced increases in local funding of ACPS operations by more than 3:1.
The Composite Index (LCI) determines the local ability to pay education costs for the Commonwealth’s Standards of Quality (SOQ) requirements.
Each locality's LCI is calculated using the true value of real property, adjusted gross income, and taxable retail sales and is adjusted to maintain an overall statewide local share of 45% and an overall state share of 55%.
The Composite Index for Amelia County for the current biennium has increased each biennium since 2018-2020. As the Composite Index increases, the state’s expectation of the county’s ability to pay for public education increases.
